Buffalo Grove Woman Loses $50,022 in Scam by Male Correspondent on Match.com

Buffalo Grove police received a report that a Buffalo Grove woman was scammed out of $50,022 between October and January by a man she met on a matchmaking service, according to Buffalo Grove police.

In January on Match.com, the scammer told the 59-year-old woman that he was a secret service agent with his life and job in jeopardy because he failed to deliver a suitcase containing a large amount of cash to a king in Poland. He he told the woman that the suitcase was intercepted and missing.

While corresponding with the Buffalo Grove woman for several months, the man also claimed he was working as an undercover secret service in Aleppo, Syria.

She withdrew $20,000 from her IRA account and purchased a cashier's check on January 29, 2016, and deposited the check in the bank account of a man who the offender said was his associate. A short time later, the offender told the Buffalo Grove woman he needed an additional $25,000 to pay legal fees and to cover the remainder of the missing money. She deposited a second cashier's check for $25,000 into the same bank account.

When she became suspicious, the offender told her to contact his son in New York and she spoke with someone claiming to be the offender's 18-year-old son. The offender also told the woman that he lived in Antioch when he wasn't on assignment. The woman checked the address in Antioch, Illinois, and disovered a "For Rent" sign at the property. She stopped corresponding with the offender, and notified the police.

The total of $45,000 is believed to be a loss, and in addition, the woman has been billed $5,022 for fees and taxes for a total loss of $50,022.

"Starting in 2013, U.S. citizens sending money overseas can transfer up to $14,000 in U.S. currency as a gift, without regards to the gift taxes, says Katherine Gragg, an enrolled agent at Greenback Expat Tax Services, an expat tax advisory headquartered in New York. Once a sender goes over that threshold, they may be subject to gift taxes on the amount over $14,000."

-- Western Union

According to Western Union, the biggest concern when sending money abroad is the gift tax. While it differs from country to country, the same basic principle applies: When individuals send more than a predetermined amount to the same individual within a year, they must file a return with their respective governing body.

As part of the Bank Secrecy Act, the U.S. government may launch investigations when large sums of money are transferred

Architect Selected for New Arlington Heights Police Station

At its February 15th meeting, the Village Board approved hiring Legat Architects for designing the new Police Station. At a cost of $1.65 million Legat Architects, with over 50 years of serving public sector clients, will team up with McClaren Wilson Lawrie to create plans for a new facility. McClaren Wilson Lawrie is an architectural firm that specializes in Police Station and Public Safety facilities throughout the country.

The existing 38,000-square-foot Police building, which opened in 1979, is deteriorating and no longer adequately serves the operational needs of a 24/7, 365 days a year Department. The building at 200 E. Sigwalt Avenue lacks space and is in need of significant mechanical, electrical, and plumbing (MEP) repairs and replacement, just to maintain it as a serviceable building.

After preparing a feasibility study and updating a 2010 space needs study, it was determined in September, 2015 that a new Police facility of 70,000 square feet would adequately serve the department's needs. The new building will be built on the existing municipal campus and it's anticipated that construction will begin in 2017.

To view more of the shortcomings of the current Police Station, click here.

The feasibility study estimated that the new facility could cost $27.9 million for construction only. Last month, the Village Board approved a $32.9 million bond for the Police Station project.

Next steps for the project is to hire a construction manager to oversee the project work, and to find a temporary home for the police department until a new facility is completed.

Wheeling Home Invasion Fugitive Apprehended in Mexico Is Returned to Cook County to Face Charges

An investigation by the Cook County Sheriff's Central Warrant Unit, the Wheeling Police Department and the FBI led to apprehension of a man in Mexico who is wanted in a Wheeling home invasion case, Sheriff Thomas J. Dart announced today.

Steve Chung, 28, was one of two people charged in a 2014 home invasion that occurred in Wheeling. The victim was held at gunpoint and beaten. An arrest warrant was issued in June 2015 for Chung, whose last known address was in Des Plaines, after he stopped coming to court.

Working with Wheeling Police, the Sheriff's Central Warrant Unit learned last month that Chung was in Guadalajara, Mexico. He had been living in Mexico since June 2015, teaching English online. The Central Warrant Unit contacted the Federal Bureau of Investigation Violent Crime Task Force for assistance in locating him.

On Wednesday, Mexican Immigration officials and the FBI located Chung in Guadalajara and arrested him. Mexican immigration officials escorted Chung on his flight this morning to Chicago. Central Warrant Unit officers and FBI agents took Chung into custody after he landed at Midway Airport.

Chung is scheduled to appear for hearing on Friday at the George N. Leighton Criminal Court Building.

Sheriff Dart reminds the public that the defendant is presumed innocent until proven guilty by the Government in a court of law.

Chemical Mix Cause Hazmat Incident at ITW Red Head on Brickvale Dr, Elk Grove Village

Elk Grove Village police and firefighter/paramedics responded about 12:05 PM Tuesday to a report of a hazardous materials incident at 2471 Brickvale Drive Elk Grove Village, Il. Police and firefighter/paramedics received a report that "benzoyl peroxide" was mixed with an incompatible chemical and was smoking.

The company's website lists dibenzoyl peroxide on their Material Safety Data Sheet (MSD) as part of an EPCON Activator material used for adhesive anchoring involved in concrete.

The material is accompanied by the following hazards, precautions and recommendations.

Material ...
Heating may cause a fire

May cause an allergic skin reaction

Causes serious eye irritation

May damage fertility or the unborn child

Obtain special instructions before use

Do not handle until all safety precautions have been read and understood

Keep away from heat, hot surfaces, open flames, sparks - No smoking

Keep/Store away from clothing, combustible materials, combustibles

Keep only in original container

Avoid breathing vapors, dust, fume, spray, mist, gas

Wash hands and forearms thoroughly after handling

Contaminated work clothing should not be allowed out of the workplace

Wear eye protection, face protection, protective gloves, protective clothing

The MSD data sheet also lists the following instructions for firefighters.

Extinguishing Media
Suitable Extinguishing Media: Water spray, fog.

Unsuitable Extinguishing Media: Any extinguishing media other than water may be ineffective, as this product is its own oxygen
source. Do not use a heavy water stream. A heavy water stream may spread burning liquid.

Special Hazards Arising From the Substance or Mixture
Fire Hazard: Organic Peroxide Category E. Decomposes exothermically on exposure to temperature rise. Heating may cause a fire.

Explosion Hazard: Heat may build pressure, rupturing closed containers, spreading fire and increasing risk of burns and injuries.

Reactivity: 'Oxidizing': substances and preparations which exhibit highly exothermic reactions when in contact with other
substances, particularly flammable substances. Will continue to burn in the absence of air.

Advice for Firefighters
Precautionary Measures Fire: Exercise caution when fighting any chemical fire. Fight fire remotely due to the risk of explosion.

Firefighting Instructions: Use water spray or fog for cooling exposed containers. Do not get water inside containers. Do not apply
water stream directly at source of leak.

Protection During Firefighting: Do not enter fire area without proper protective equipment, including respiratory protection.

Hazardous Combustion Products: Carbon oxides (CO, CO2). Silicon oxides. Hydrogen chloride. Nitrogen compounds.

Other information: Do not allow run-off from fire fighting to enter drains or water courses.

Firefighters reported they had the container out of the building, but earlier 9-1-1 dispatch reported that employees at the company had "run" the chemical out of the building and that it was sitting on acrylic.

Firefighters were monitoring the temperature of the material, as the heat reaction of the mix could cause ignition or explosion on its own. The firefighters were possibly diluting the mix as part of the resolution.

By 1:30 p.m. some extra fire crews were leaving the scene, but remaining hazmat resolution teams were expected to be working on the scene for at least another hour.

Staff at area buildings were advised to keep their doors closed and turn off air circulators. There was also some evacuation from the back lot.

Brickvale Drive was also shut down during the hazmat management of the incident.

Man Loses $2500 in Rental Scam at House on Lasalle Ln Just Southwest of Buffalo Grove Rd and Aptakisic Rd, Buffalo Grove

Buffalo Grove police received a report Monday of a rental scam in the block of 500 Lasalle Lane Buffalo Grove, IL. Buffalo Grove police received a report of a rental scam in a vacant home after a real estate representing the house "for sale" walked in the home to find a man living in the house.

The real estate agent called police, who spoke with the scammed renter and learned that he had found the property in the "for rent" section of Craigslist on February 5, 2016. According to the police report, the man met the person -- an "older female" -- the next day, and that the victim believed she was the landlord at the house.

Soon after he moved in, he discovered after the visit from the actual real estate agent representing the home, that the residence was actually for sale and that the man he paid was not the owner.

The new tenant had moved in after paying a man he met on Craigslist. He paid $1,000 in cash and $1,500 in a cashier's check to cover February's rent. An older woman, who seemed credible also falsely represented being an agent responsible for renting the property.

The man from Craigslist reportedly had functioning keys that unlocked the front door, but police later discovered that the door had been forcibly entered with pry marks visible and the locks recently changed.

The real owner of the house allowed the victimized renter to stay one more night, but the man lost $2,500 and moving expenses because of the scam.

Buffalo Grove police are investigating. No physical description of the offenders were available from the Buffalo Grove Police Department.

Buffalo Grove police has no social media presence online, and no alert was posted on Buffalo Grove's official website. However, a notice on the village's official website front page posted a headline from August 2014 that claimed real estate brokerage firm Movoto designated Buffalo Grove the second safest city in Illinois.

Two Men Charged with Intent to Distribute Cocaine After Arrest Near Dryden Pl and Kensington Rd, Arlington Heights

Arlington Heights police observed a driver make a traffic violation as he turned into the parking lot near Subway, just north of Mariano's, 5:18 PM Thursday 812 East Kensington Road Arlington Heights, IL. Police initially noticed the vehicle near Kensington Road and Dryden Place.

Police then observed two men leave the car, which was a rental car, and make a telephone, which turned out to be a call for an Uber ride.

The men left their vehicle at the Subway parking lot and departed in the Uber vehicle. Police also observed the men behaving in a furtive manner before they departed the parking lot just north of Mariano's Fresh Market.

The driver of the Uber vehicle was then stopped after police observed the Uber driver commit a traffic violation nearby at Northwest Highway.

Arlington Heights police stopped the Uber vehicle, and during the traffic stop, recovered 32.3 grams of cocaine from a man identified as Antione Davis, and 43.8 grams of cocaine from a man identified as Xavier Gamble.

Antione Davis, 31, of Hanover Park, and Xavier Gamble, 29, of Chicago were both charged with possession of a controlled substance with intent to distribute cocaine in Arlington Heights. If convicted, Davis and Gamble face up to 30 years in prison.

A Cook County judge on Thursday set bail at $60,000 for a Hanover Park man and $30,000 for a co-defendant accused of intending to distribute cocaine in Arlington Heights.

On Thursday, Davis was held on $60,000 bond and Gamble was held on $30,000 bond in Cook County Circuit Court.

The rental vehicle parked near Subway was towed to a police holding area. Gamble was on court supervision for a DUI at the time of his arrest, according to Cook County Assistant State's Attorney David Shin.

Davis has a history of convictions for DUI in 2003, 2008, for which he was sentenced to 60 days in jail, and 2010, according to Shin.

On 13 occasions Antione Davis failed to appear in court on the earlier DUI charges. According to Illinois Department of Correction records he was admitted to Stateville Correctional Center on July 18, 2014 and paroled October 9, 2015. His projected discharge date was October 12, 2016.

Davis has a Skull tattoo on his left upper arm, and a rose tattoo and "ALIYA" on his chest. He also has a scar on his right arm.

The men may have called for an Uber car to avoid being caught driving without a valid driver's license as they noticed police in the area.

Antione Davis and Xavier Gamble are scheduled to appear in court on Feb. 25, 2016.
