The crime was reported to have occurred between Friday July 26, 2013 at 11:59 p.m. and Saturday July 27, 2013 at 7:05 a.m.
Also, a resident on the 1400 block of Eton was awakened at 4:00 a.m. and saw two unknown male/white juveniles in the backyard. One appeared to be trying to open a backyard shed. The resident yelled at the offenders, and they fled the area. The damage value estimate was $200. Vertical slats were removed from the fence, according to the report.
Police were also dispatched to the 1700 block of East Burning Tree drive. Offenders broke off two main branches of a small tree. The homeowner expects the tree will need to be replaced.

Northwest Community Healthcare Hosts Vip Recipes & Races To Benefit Gift-A-Mammogram Program
Northwest Community Healthcare (NCH) is teaming up with local celebrities for a day of cooking demonstrations and horse racing at Arlington International Racecourse that will benefit NCH's Gift-A-Mammogram program.
The VIP Recipes & Races program is scheduled from noon to 4 p.m. on Thursday, August 15, in the International Room at Arlington International Racecourse, 2200 W. Euclid Ave., Arlington Heights. The net proceeds of the event will be dedicated to NCH's Gift-A-Mammogram program, which helps uninsured, low-income women in the community cover the cost of procedures to diagnose breast cancer.
The day at the races will feature cooking demos by local celebrities Mario Tricoci, the founder of Mario Tricoci Hair Salons & Day Spas, Howard Sudberry, former TV sportscaster and current director of marketing at Arlington Park, Marti Jones, from Chicago radio station WLS 94.7 FM, and Dr. Michael Kinney, a breast surgeon at NCH. Attendees will be able to sample the celebrities' dishes and enjoy a panoramic view of horse racing from the International Room.
Mammograms are a vital component of a woman's complete breast health, but not all women have the financial resources or insurance coverage to benefit from these important screenings.
The comprehensive Breast Center at NCH provides screenings for women every day with advanced technology for mammography and other diagnostic imaging technology that detect even the earliest signs of breast cancer. Doctors recommend that women over 40 get a mammogram every year.
The first 200 registrants for VIP Recipes & Races will receive a Mario Tricoci cosmetic bag, coupon, two complimentary admission tickets to a future race and more, in addition to a gate gift. The pre-registration fee is $75. The cost at the gate is $80. Space is limited, so register today. To register online, visit nch.org/vip, or call 847.618.4260.

Detached Garage Fire On Warren Ave In Palatine
Palatine police and firefighter/paramedics responded about 9:41 AM Saturday to a report of a garage fire at 656 South Warren Avenue in Palatine.. The first Platine Fire Department crews arrived on the scene at 9:47 a.m. and reported heavy smoke coming form the 1.5-story, 2.5-car detached garage. The first fire companies pulled a hose line and began an aggressive fire attack, while other firefighters stretched a supply line to a fire hydrant and pulled an additional hose line to support the attack.
Additional firefighters forced entry through the overhead garage door to expose the fire, while other crews accessed the attic and roof to vent smoke, heat and fire gases; and to attack the fire that had extended into the attic space of the garage.
The fire was declared under control at 9:57 a.m. Firefighters continued to perform extensive salvage and overhaul activities for a substantial amount of time because of a large amount of storage in the garage.
No civilians or firefigthers were injured in the fire, which heavily damaged the garage. Damage estimates were not immediately available, and the fire remains under investigation by Palatine Fire Department investigators.
The fire was fought by 22 firefighters, staffing three fire engines, two ladder trucks, one rescue squad and three ambulances, which responded to the scene along with three command officers. Units form the Arlington Heights Fire Department were among the initial responders to the scene as part of an automatic aid agreement. During the incident, a unit from the Long Grove Fire Department stood by in a Palatine fire station to provide coverage for any additional calls. Palatine Police officers assisted at the scene with traffic and crowd control.
The Palatine Fire Department issued a reminder that fires can and do occur in garages, sheds and other outbuildings. Be aware of materials that are stored there, and be especially careful with storage of any flammable or combustible liquids.

Osmose Utilities Services Inc Working for ComEd to Inspect Utility Poles in Arlington Heights, Other Suburbs
Utility maintenance workers from Osmose Utilities Services, Inc. are working in Arlington Heights and other suburbs to inspect utility poles for Com Ed.
According to Osmose, the keys to pole inspection are identifying decay, measuring defects and estimating the percent remaining strength to determine pass/fail. Osmose introduced StrengthCalcTM and LoadCalcTM software to increase the precision of these calculations.
Pole inspection methods include the following ...
Visual Inspection, or Visual and Sound-is suitable for identifying gross defects visible above the ground level.
Sound & Bore-allows the inspector to bore inspection holes after hammer sounding identifies areas where decay is suspected. A shell thickness indicator may be used to measure internal decay.
Partial Excavation Plus Sound and Bore-allows the inspector access to a portion of the pole below grade, helping to identify external decay and termites.
Excavation to a Depth of 18" to 24" Plus Sound and Bore-allows the most complete access to the decay-prone region of poles, where moisture and oxygen encourage decay.
Electronic Inspection Devices-these instruments typically depend on theories, such as frequency or time of flight of a sonic wave, or physical characteristics such as hardness to identify anomalies. The Shigometer differs from others in that it can identify early stages of decay, but it is not a pass/fail device.
Crews in the area usually dig up an area of dirt around the pole and inspect the pole below grade. Some work involves drill in backyards. Crews are not trimming trees.

Armed Robbery Suspects Caught During Undercover Sting Operation Related To Apple Iphone Sales On Craigslist
Two men suspected in a string of armed robberies were arrested Tuesday evening (July 23rd) after Schaumburg Police detectives executed an undercover sting operation.
Brandon D. Timberlake, age 26, of the 2300 block of Nichols Road Arlington Heights, and Jay V. Dixon Jr., age 25, of the 8700 block of North Central Park, Skokie, were charged with one count each of felony Aggravated Robbery.
Schaumburg Police Department detectives have been investigating three robberies on June 27 at 7:30 p.m. on the 100 block Idle Wild Court., July 5 at 8:20 p.m. on the 1000 block N. Salem Dr., and July 17 at 8 p.m. on the 2300 block W. Bode Road. The robberies all fit the same pattern. In all three cases the victims had placed ads on Craigslist to purchase used Apple iPhones. The victims all have businesses where they refurbish used cellphones for resale. In these cases the victims were contacted by a "seller" who arranged to meet them in various parking lots in Schaumburg. The suspect would arrive and meet the victim, discuss the purchase, and then display a handgun robbing the victims of their money.
Schaumburg police detectives developed an operational plan and worked with the U.S. Immigration and Customs Enforcement who provided an agent to serve undercover as a cellphone buyer as well as additional agents to assist during the arrest. Schaumburg police detectives obtained information that the suspect(s) had contacted another individual via Craigslist to sell iPhones. A meeting was arranged where the undercover agent took the place of the actual buyer. Suspect Timberlake approached the scheduled visit and initiated a conversation with the undercover agent at which time he was safely taken into custody.
Timberlake was found to be in possession of a realistic looking handgun that actually was a BB-gun. Suspect Dixon was located nearby in a vehicle and taken into custody without incident.
A line-up was conducted with both suspects and the victims. The Cook County State's Attorney's Office reviewed the case and approved the charges Wednesday night. Both Timberlake and Dixon were scheduled to appear for a bond hearing at the 3rd District Cook County Court in Rolling Meadows Thursday morning at 9:00 a.m.
Members of the public are reminded that this arrest and complaint contains only charges and is not proof of the defendant's guilt. A defendant is presumed innocent and is entitled to a fair trial in which it is the government's burden to prove his or her guilt beyond a reasonable doubt.

Dragon Boat Festival At Lake Arlington, Saturday, July 27, 2013
The Woodfield Chicago Northwest Convention Bureau is pleased to invite the public to experience a high-spirited celebration of culture, sport and community. The Walgreens Chicago International Dragon Boat Festival returns on Saturday, July 27, 8 AM - 5:00 PM, to Lake Arlington in Arlington Heights. This ancient Chinese sport has been gaining popularity in North America over the past twenty years and has become the world's fastest growing water sport.
Dragon boats are 40-foot human-powered canoes decorated with ornate Chinese dragon heads. Led by the rhythmic beat of a drum, teams consisting of 20 synchronized paddlers, one drummer, and one steersperson race the boats 500m down the river. Social groups and businesses alike embrace the sport of dragon boating because it builds camaraderie and a sense of "team" through participation in the sport.
The Festival is free for spectators and includes an interactive expo area highlighted by the Walgreens Health & Wellness Village, food marketplace, kids zone and non-stop racing on the water.
The Walgreens Chicago International Dragon Boat Festival is the fifth stop of the Major League Dragon Boat Series. The event draws in experienced participants from Midwestern states and Canada, but also first-time racers from around the Chicago area.
The race of the long boats launched from the south side of Lake Arlington with the races running from east to west (finish line on the west side of the lake near the clubhouse).
About Great White North:
GWN Dragon Boat is North America's largest full service dragon boat event marketing company producing over 45 festivals annually. Additional activities include training camps, dragon boat equipment sales and corporate events. www.gwndragonboat.com.

Cardinal Note: As of June 5, 2013 -- up to and including the date of this article -- police incidents related to the above police agency are not reported in real time or within a prompt time period. Police protecting their realm of investigation and police activity, have chosen to use enrypted radios to withhold their police communications, which were previously open to the public via monitoring public safety scanning radios.
The delayed knowledge or entirely blacked out knowledge may protect certain police operations and investigations, but it also puts the public at risk in situations such as when armed and dangerous offenders are at large and other similar situations. In other cases, the delayed or blacked out information inhibits or prohibits the possibility of the public providing early witness accounts before a criminal trail goes cold. Citizens are much more likely to recognize or recall suspicious or criminal activity if they are aware of the criminal incident within minutes or hours of its occurrence. The most serious incident involving dire results would be a trail that is allowed to go cold in the case of child abduction.
Police have alternate ways to transmit tactical, operational or investigative information, while still keeping their main public dispatch channels open for the best balance of public safety and police safety.

News Of Armed Home Invasion Released Over One Month After Armed Attack Of Woman In Buffalo Grove
Buffalo Grove police responded in darkness on Monday to a home invasion in the block of 200 Raupp Boulevard Buffalo Grove, IL. An extensive manhunt and K-9 search immediately followed the report of the home invasion. A female homeowner was injured in slightly during the home invasion and was transported to Good Shepherd Hospital in Barrington, where she was released a short time later.
Arlington Heights police assisted the manhunt with a K-9 unit.
Yesterday one subject, Joseph M. Bonadonna, 17, of the 16000 block of Woodbine Circle, appeared in Cook County Circuit Court -- Rolling Meadows branch -- on the charge of home invasion with a firearm. Bonadonna's bond was set at $80,000.
Police believe Bonadonna is one of five subjects, who collectively were armed with baseball bats and a gun on the June 10, 2013. A warrant has also been issued for a 17-year-old from Lake Zurich.
The group attacked the female in her home and fled before police arrived.
The home invasion occurred five days after Buffalo Grove and Arlington Heights police switched radio communications and were no longer capable of being monitored because the radios are encrypted and also use TDMA technology that is not received by any currently manufactured police/fire scanner. Northwest Central Dispatch System switched to the new technology on Wednesday, June 5, 2013.
The Cardinal has reported that the secret radio communications presents a danger to the public, especially if armed subjects are at large and local or regional neighbors have no knowledge of the fleeing offenders and the potential encounter with the armed and dangerous subjects.
The Cardinal argues that police have an obligation to immediately make citizens aware when there are armed subjects believed to be at large in a neighborhood, since the home invaders or armed subjects could commit another home invasion nearby in their efforts to hide and escape.
The lack of awareness that is now assured by Arlington Heights and Buffalo Grove police secret radio channels, actually give offenders a better chance at escape because neighbors are not at a heightened level of alertness. Neighbors' memories are also less likely to remember any suspicious incidents that could be helpful in finding the subjects. Over 30 days have passed since the news of the home invasion. The residents in the area are less likely to remember any circumstances that might have been related to the home invasion that could have helped investigators with a description of a fleeing vehicle or fleeing offender. The lack of awareness also helps offenders go undetected by neighbors that might recognize something suspicious should offender(s) return for a second attack at a later date.
Remember that the capture of Boston Bomber Dzhokhar Tsarnaev was the result of an alert resident, who had heightened awareness of the Boston manhunt. Despite a massive manhunt, with military-like house-to-house searches and aerial searches, it was one citizen in his backyard that effected the capture of the bomber/terrorist by making a simple 9-1-1 call about the suspicious circumstances in his backyard. The resident's safety was assured because he knew not to approach his boat parked on the driveway. And Dzhokhar Tsarnaev was captured because of the resident's simple 9-1-1 phone call.
The police are making possible deadly decisions that could harm innocent people by going the direction of secret communications instead of using the awareness facilitated by police scanners and smartphone apps. Some police departments have actually embraced the smartphone technology to keep their citizens aware, but some, like Buffalo Grove and Arlington Heights have chosen to go secret even though no harm has come from open communications for the past several decades.

A female offender asked if she could help the victim lift the tree off of the flatbed because it looked like the victim needed help. The offender freed her hands to help by putting her phone down on the flat bed next to the keys. She apparently picked up her phone and the keys when she left, because the keys were gone after the offender left.
The offender was described as a female/white in her 50s, 5'8" 115 LBS with blond hair and green eyes.
The crime is reported to have occurred on July 11, 2013 at 3:00 p.m.

Small Explosion And Fire From Arson Crime: Homeless Person's Bike Luggage Set On Fire At Parking Garage Near North School
Arlington Heights police and firefighter/paramedics responded about 7:00 PM Tuesday to a report of an explosion and fire in the parking garage just south of North School Park at 155 East Eastman Street Arlington Heights, IL. Police and firefighter/paramedics discovered that an unknown offender or offenders ignited a piece of luggage which was locked to a bicycle that was chained to a garage support cable. The luggage contained a female homeless victim's clothing, and toiletries -- including aerosol cans of insect repellant, hairspray and shaving cream, books and an electric hair dryer. Apparently the shaving cream can exploded in the luggage. The white Sears women's 21sp bike was valued at $200 and the luggage was valued at $100. Two nearby vehicles ended up with a film of smoke and fire retardant material on them. It is unknown if it caused any damage involving a loss or expense to repair.
Police had all entrances/exits blocked at the parking garage during investigation until about 8:15 p.m.

Video: Townhouse Fire On Thornhill Court, Just West Of Olympic Park, Schaumburg
Schaumburg police and firefighter/paramedics responded about 2:50 PM Tuesday to a report of a possible electric fire in a townhouse at 42.021737,-88.043901 (392 Thornhill Court Schaumburg, IL). Firefighter/paramedics arrived within minutes and reported heavy smoke and flames on a stairway to the second floor.
Firefighter/paramedics were able to concentrate on extinguishing the fire because all residents on site -- about 12 residents -- were able to escape before firefighters arrived.
The fire broke through the roof (self-ventilated), but Schaumburg firefighters extinguished the fire in about 15 minutes.
No injuries were reported. Four of the eight townhouse units were uninhabitable in the fire that is under investigation.
Firefighter/paramedics had to take extra heat precaution with the high heat index weather for today.

House Fire Destroys Inverness Home On Carnoustie Ln Near Palatine Rd, As Northwest Central Dispatch 911 Mutual Aid Dispatch Fails
Palatine Rural firefighter/paramedics responded and Inverness police responded about 7:15 PM Tuesday to a report of a house fire at 14 Carnoustie Lane Inverness, IL. Firefighters reported a well-involved house fire and called for mutual aid at about 4:55 p.m. Northwest Central Dispatch System 9-1-1 center, which dispatches fire and police for Inverness and orders mutual aid companies as division headquarters for MABAS Division 1 had a communication failure involving either a problem with their alerting tones or their radio. They likely had to scramble to request mutual sequentially by telephone. Apparently they were not able to use their standard equipment until 5:23 p.m. when they re-attempted to alert mutual aid fire department.
There is no official word that the dispatch failure was a factor in the house fire raging out of control, but it certainly did not help for efficient firefighting at the incident. There is an old adage that fires double in size every minute or so. Mutual aid companies are also very important on hot days when fire departments need to rotate their crews to prevent heat exhaustion or even death from heat illnesses.
Tenders were called to the scene, so the neighborhood likely does not have fire hydrants or has a shortage of fire hydrants in the area -- a situation that already puts a home in peril. A delay in the response of mutual aid companies very likely delayed the extinguishment of the fire.
Nothwest Central Dispatch has been plagued with radio problems and computer aided dispatch problems since they switch to a new computer aided dispatch system in April 2012. The system was under scrutiny when Palatine Fire Department had a delay of fifteen minute for a heart attack medical call because of a failure of the computer aided dispatch system. The system wasn't dispatching calls. Since then other delays were discovered.
Northwest Central Dispatch System dispatchers voted no confidence in their management because of the failures in the system.
The Executive Committee responded to the dispatcher saying they had confidence in the management of Northwest Central Disptach.
On June 5, 2013 Northwest Central Dispatch System switched to an encrypted radio system using TDMA technology resulting in the prohibition of police and fire scanners monitoring of their public safety channels. The technology prevents citizens from overseeing the performance of their police and firefighters.
The mutual aid frequency dispatch is not part of the new secret radio technology that Northwest Central Dispatch System uses. The MABAS (MUTUAL AID BOX ALARM SYSTEM) uses an IFERN (Intersystem Emergency Radio Network) frequency that all fire departments in the area share, and a frequency that can be monitored by the news media and citizens.
It is unknown if Northwest Central Dispatch System also had trouble with their local secret radio frequency since it cannot be monitored by the media or the public.
