A man was located sitting on a cement seat wall yelling about his money. He appeared angry and agitated. As the officers approached he raised his arms in a combative gesture and told them they were entering a fight circle. The officer was able to hold Fuller's hand down, but Fuller was able to discharge the Taser. The Taser darts struck the cement wall and then the officer was able to take the Taser back.
