Arlington Heights Releases Information On New Police Station Feasibility Study
10:34 AM Sunday . The Committee of the Whole has recommended that a Police Station Feasibility Study be conducted by FGM architects, which specializes in Police Station and Law Enforcement design. Approval of the recommendation goes before the Village Board at its meeting on Tuesday, September 2.
The first step of the study will be to re-validate the space needs and deficiencies outlined in a 2010 Space Needs Study that was done, and then develop a series of concept plans of how a new station could "best fit" within the existing municipal campus. If it is realized, during the process, that building a new police station at the municipal campus is not feasible, work will stop and location of a station will be reassessed. Throughout the process, the Village reports on vah.com that the study will be focused on cost containment measures to ensure that the best Police Station possible is built for the Department's needs at the least amount of expense.
For several years the Village has planned to address the needs of the 36-year-old, 38,000-square-foot Police Station. The Village of Arlington Heights says that because the facility has become too small, has deteriorating infrastructure and lack of functionality, it no longer adequately serves the needs of a modern law enforcement agency.
The Committee of the Whole discussion on the recommendation of architectural services for the Police Station can be viewed below.
Various space-needs studies have been conducted on the Police Station. According to the official notice from the Village of Arlington Heights, the results of the study done in 2010 show that the building needs significant mechanical, electrical and plumbing (MEP) repairs and replacement, just to maintain it as a serviceable building for the operational needs of a 24/7, 365 days a year Department.
A list of some shortcomings to be re-validated from the 2010 Study:
Roof and windows are beyond their useful lives
Facility is not handicap accessible
Facility is not compliant with current codes
Private areas are not secured from public areas
HVAC system and controls are beyond their useful life
Sally Port (controlled entryway into Police Station) safety is not adequate
Holding cells do not meet current Illinois Dept. of Corrections standards
Locker room space is inadequate for current equipment needs
Security and surveillance are deficient
Significant lack of space for a Police Department of its size
Facility beyond capacity and Police currently using a portion of the top floor of Village Hall as a forensic lab
How Village Would Finance a Police Station:
In previous budget discussions, the Village Board agreed to not spend an estimated $8.8 million needed to merely maintain the current Police facility for the next several years.
That decision by the Board put the Village in a better position to fund most, if not all, of the costs of a new station within the existing debt service level.
The Village's debt is expected to decrease in a few years due to the expiration of some bond issues, which means that a new Police station could be financed through bonds with minimal impact on the Village's property tax level.

Hit-And-Run Ford Expedition Driver Apprehended After Crash On Rand Rd Just East Of Kennicott Ave, Arlington Heights
Arlington Heights police and firefighter/paramedics responded about 10:35 p.m., August 27, 2014 to a major traffic crash in the 800 block of west Rand Rd in Arlington Heights, Illinois.
The crash involved two vehicles. The first vehicle was a 2007 Suzuki Boulevard motorcycle. The second vehicle was a 2004 Ford Expedition. The Suzuki motorcycle was traveling southeast bound on Rand Rd, approximately 250 feet southeast of Kennicott Ave. The Ford Expedition was originally traveling northwest bound on Rand Rd in the same area, attempting to turn left into a private entrance driveway of a strip mall.
As the Ford Expedition driver made the left turn, the SUV crossed in front of the Suzuki motorcycle. The Suzuki motorcycle, as well as it rider, a 40 year-old male resident of Lake Zurich, Illinois, collided with the passenger side of the Ford Expedition. After the crash, the driver of the Ford Expedition, a 23 year-old male resident of Arlington Heights, Illinois, left the scene of the collision, but was later apprehended in the area of his residence.
Multiple witnesses at the scene were able to give police an effective description of the Ford Expedition vehicle while paramedics rushed the injured motorcyclist to Level I Trauma Center Advocate Lutheran General Hospital.
As a result of the crash, the driver of the Suzuki motorcycle sustained major injuries to his head and spine. As of this morning, Thursday August 28th, 2014, the Suzuki motorcycle driver was still in critical condition at Lutheran General Hospital. The Ford Expedition driver was uninjured.
Arlington Heights Police Department Accident Reconstructionists will be continuing their investigation into the incident. Initial investigative efforts did not reveal any suspicion of intoxication or impairment on the part of either driver. The driver of the Ford Expedition remained in custody because of his failure to remain at the scene of the crash and render aid to the motorcyclist after the crash.

Lightning Strike Causes $80,000 Damage To House On Wood St Near Palatine Rd And Quentin Rd, Palatine
Palatine firefighters responded at 2:09 p.m. Saturday to a report of a house fire at 961 W. Wood St. in Palatine. Neighbors called 9-1-1 reporting flames shooting out of the peak of the roof on the west side of the house during a severe thunderstorm. The first Palatine Fire Department crews arrived on the scene at 2:13 p.m. and reported smoke and fire showing from the roof of the 2-story single family home. The first fire companies pulled a hose line and aggressively attacked the fire from the exterior, while other firefighters stretched a supply line to a fire hydrant and pulled two hose lines into the building for interior attack of the fire that was determined to be in the attic. Firefighters had to open the ceiling of the second floor to expose the fire for extinguishment. The fire was declared under control at 2:25 p.m. Firefighters continued to ventilate smoke and gases and perform extensive salvage and overhaul activities after the fire was extinguished.
No injuries were reported, but the home uninhabitable because of the fire. Damage is initially estimated at $80,000, and a preliminary investigation by Palatine Fire Department investigators indicates that the fire was caused by a lightning strike to the roof. The top of the chimney located toward the back of the house on the west side of the house was blown apart with some bricks reaching the sidewalk and parkway at the front of the house.
The fire was fought by 21 firefighters, staffing three engines, two ladder trucks, one rescue squad and two ambulances which responded to the scene along with a command officer and a Fire Investigator. Units from the Hoffman Estates Fire Department responded to the scene under a mutual aid agreement, but were returned upon their arrival as the fire was quickly under control. Palatine Police officers assisted at the scene with traffic control.
The severe storms that came through the area were responsible for numerous calls in Palatine in addition to this incident. Among others, these included three responses for transformer fires or wires down, two other houses struck by lightning without fires and three occupied cars stranded in flooded roadways. These calls were handled by Palatine crews that were freed up from the house fire, as well as by automatic aid and mutual aid companies from surrounding fire departments including Palatine Rural, Rolling Meadows, Buffalo Grove and Hoffman Estates.

Four Pedestrians Escape Life-Threatening Injuries In Suv Crash Into Rush Performance Personal Training Studio, Arlington Heights
Arlington Heights police and firefighter/paramedics responded about 11:42 AM Thursday to 10 South Evergreen Avenue Arlington Heights, IL. Police and firefighter/paramedics received a report that four people were injured when a vehicle crashed into a storefront at Rush Performance. On arrival firefighters and police discovered an SUV crash over the sidewalk to the storefront at Evergreen Plaza -- shattering the front plate glass window at Rush Performance at 10 South Evergreen Avenue and at Liberty Cleaners at 12 South Evergreen Avenue.
Two families were walking in opposite directions at the storefront sidewalk when a Honda mini-SUV crash in front of them -- jumping the parking curb and hitting the storefront.
One adult and three children suffered minor injuries, including lacerations. All four were treated at the scene by paramedics and were released on medical refusal by the injured adult at the scene. One child had a laceration on the top of his foot/ankle region. The adult had a bandage on his hand. All four narrowly missed being hit by the vehicle and being hit by large falling pieces of sharp plate glass, which could have caused life-threatening injuries.
No staff were injured at either of the commercial spaces in Evergreen Plaza. A desk at Rush Performance and a workspace counter at Liberty Cleaners were showered with sharp pieces of glass.
Police are investigating the crash, and a boardup company was called to secure the businesses. Neither business operations appear to be likely to be disrupted once boardup and cleanup services are completed.

Multiple Vehicles And Sheds/Detached Garages Burglarized Along Oakton St From Beverly Ave To Patton Ave, Arlington Heights
Police received a report of multiple vehicle burglaries in the area of Oakton Street from Beverly Avenue to the east and Patton Avenue to the west. This is an early report for citizen awareness. Details will be forthcoming.
The crimes are reported to have occurred in a period from August 16, 2014 to August 19, 2014
Low level criminal burglars are still overcoming an expensive military grade secret encrypted police radio system implemented June 5, 2013, that some police brass boasted would make it easier to catch thieves because offenders could no longer listen in on police calls with scanners or smartphone apps.
The Cardinal has predicted that crime might actually increase as secret police communications prohibits the real-time involvement of the eyes and ears of the public, which far outweighs a limited number of police officers on the street regarding the detection of crime and the awareness of crime. The secret police communications actually creates opportunities for criminals to overcome an uninformed public.

Police Seek Help From Attempted Abduction Sunday Night Near West Helen Rd And
Palatine police released a sketch of a man believed to have attempted to abduct two girls Sunday night in the 500 block of West Helen Road -- a quiet neighborhood of single family homes with large yards.
Cmdr. Michael Seebacher said finding the man is a very high priority case for the department and that input from the public may provide the break they need.
"This is a case where we are trying to put out as much information as possible so we can hopefully find someone out there who knows more and can help us," Seebacher said.
Detectives are collaborating with other suburban police departments to see if there are cases that might show similarities that involve the same suspect.
According to Palatine police, they received a report that just after 9 p.m. Sunday, August 17, 2014, a man got out of a minivan and told one of the girls to come over to him. The offender then reached out and attempted to grab her, and was able to get a hand on the girl. The girl managed to get away while the second girl ran to a nearby house to call police. The man then drove west on Helen Road. Neither girl was injured.
The teenagers described the offender as being a male in his 30s with a dark complexion, around 6 feet tall, with a heavy set build, thinning hair, and dark facial stubble. He is also described as wearing a white shirt and tan shorts.
His vehicle was described as an older model minivan, either dark-colored or silver.
Seebacher urges that anyone who sees a minivan matching that description suspiciously cruising around their neighborhood should call 9-1-1 and anyone with other information about the attempted abduction is urged to call Palatine police at (847) 359-9000.

Past PTA President At South Middle School Charged With Theft, Forgery, Arlington Heights
An Arlington Heights woman with several ties to the community was charged last week with stealing money from a local parent-teacher group, police said Tuesday.
Denise Hoppe had been PTA president of South Middle School starting May 2012. The alleged theft occurred in July 2013, but was not discovered until spring 2014 when a new PTA treasurer began work.
The PTA notified Arlington Heights police about the possible discrepancy on June 3, 2014, after Hoppe left her work as PTA president, according to court records.
Denise Hoppe, 48, was charged Thursday August 14, 2014 with theft and forgery. Both of the charges are felonies.
Hoppe is accused of depositing about $1,400 intended for the PTA into her bank account, according to court records and Cook County Assistant State's Attorney David Shin.
Allegedly, Hoppe also used a PTA check to write out a partial rent payment to her landlord and then forged his name when depositing the check into his bank account.
Hoppe had been working for the Arlington Heights Police Department and park district in a park counselor program where employees keep watch on various parks in the community. She's has been dismissed from ther position, which earned less than $25,000 as a part-time job.
According to the Village of Arlington Heights Treasurer's reports, Hoppe has been on village payroll at least since 2008.
A Linked-in profile for Denise Hoppe displays that she served as a Board of Directors Officer for Frontier Days from 2007 to 2009 -- working as Beer Coordinartor, ID Check Chairman and Parade Marshal.
Hoppe's bond was set at $50,000.

Seven-Story Apartment Building Approved At Dunton Ave And Eastman St, Arlington Heights Downtown North
The Arlington Heights village board on Monday approved a new, seven-story apartment building at an empty lot at the corner of Dunton Avenue and Eastman Street. The building would be located just east of the 7-story Towne Place condominium building at 201 North Vail Avenue built in 1998.
Construction for the Parkview Apartments building on the current empty lot -- formerly occupied by a hobby store and a dry cleaners -- could start as early as Spring 2015, and is estimated to take about one year to complete.
Parkview Apartments, approved at 212 N. Dunton Ave., will include 45 apartments in a layout with a combination of one-, two- and three-bedroom units -- at least 15 percent of those units (7 units) will be reserved for those who qualify under affordable housing guidelines.
The building will feature 1,254 square feet of retail space on the first floor, and two levels of indoor parking, according to attorney Rolando Acosta.
The project received approval from all seven trustees, while Trustees Jim Tinaglia and Carol Blackwood recused themselves because of business-related conflicts with the finances and architects on the project.
At least seven units -- and as many as 19 depending on financing -- are to be maintained as affordable housing. The village defines "affordable" as housing for a person or household earning 60 percent of the median income for the area. While the village's housing commission has guidelines that developers include affordable units in all new projects, many pay a penalty to avoid including them at all.
Two Arlington Heights residents spoke in opposition to the Parkview Apartments with perceived problems with parking and the lack of a loading bay.
The implications of adding affordable housing to the downtown was also scrutinized, but Chairman of the Arlington Heights Housing Commission Mark Hellner said the affordable housing is not public housing. "A lot of people call it 'working class housing,'" said Mark Hellner. "Teachers, public employees and many people already living in the village would qualify for the affordable units," Hellner added.
There are 54 parking spots planned for residents at the building, along with six guest parking spots. The parking plan is above the number required by village code. If those spots are all full, the village will also make up to 15 overnight parking passes available in the Vail Avenue parking garage, which is two blocks away on the other side of the Union Pacific railroad tracks.
There is concern whether enough spaces are available in the nearby parking garage for overflow parking.
The new building offers a stimulus for the downtown's north side of the tracks, and will feature proximity to the Arlington Heights Memorial Library, the Metra train station, Famers' Market, quick access to Route 53 along Northwest Highway (north of tracks), and a view of North School Park.

Term Limits Vote Squashed, Bill Gnech And 2,700 Petition Signers Go 0-2 With Arlington Heights Gov
Jeopardy? Last time Bill Gnech's attempt to get a term limits vote on the ballot was rejected because it wasn't written as a question.
This time around, the proposal was rejected because the electoral board voted that the
question wasn't specific enough regarding the time frame of the term limits -- enough that the objection filed by an Arlington Heights resident said the proposal would cause extreme voter confusion.
All three members of the electoral board -- Mayor Tom Hayes, senior Trustee Bert Rosenberg, and Village Clerk Becky Hume -- voted to uphold objections filed by resident Jim Constantine.
Constantine's objection? The 2014 proposal -- written as a question this time -- is "vague and ambiguous and unable to stand on its own without additional information being added to the public question and, thereby, causes extreme voter confusion."
Constantine's lawyer, Thomas Bastian argued, "The question posted by Mr. Gnech's petition has no effective date. It doesn't say if it's retroactive, it doesn't say if it commences immediately, it doesn't say it's prospective. The voters don't know if it's effective today, tomorrow, next week or three consolidated elections down the road."
The term limits petition had been signed by more than 2,700 registered voters in Arlington Heights, who apparently weren't confused about the proposal.
The local Arlington Heights ruling just might align with the criticism of law in America today -- that the death of common sense in the legal world is suffocating U.S. citizens. Some believe that law with overly complex procedural rules stifles individual initiative, innovation and creativity. Whether the task involves widening your driveway, putting a sign on your business, or getting your business approved for a specific location or with a specific decor; the little guy often faces mandated perfection and rejection in the name of health, safety and the perceived or biased benefit to the community.

Thirteen Vehicle Burglaries On Or About Monday August 4 Questions Effectiveness Of Secret Military Grade Encrypted Police Radios In Arlington Heights
Police received a report of thirteen vehicle burglaries occurring on the south side, center parts of town and north side of town -- all occurring around August 4, 2014.
Burglars have apparently not been thwarted by an expensive military grade secret encrypted police radio system implemented June 5, 2013, that some police brass boasted would make it easier to catch thieves because offenders could no longer listen in on police calls with scanners or smartphone apps.
The Cardinal has predicted that crime might actually increase as secret police communications prohibits the real-time involvement of the eyes and ears of the public, which far outweighs a limited number of police officers on the street regarding the detection of crime and the awareness of crime. The secret police communications actually creates opportunities for criminals to overcome an ignorant public.
Vehicle burglars hit 10 locked vehicles and three unlocked vehicles between Sunday August 3, 2014 at 10:00 p.m. and Tuesday August 5, 2014 at 11:30 a.m.
Notification to the public by the Arlington Heights Police Department did not occur until Wednesday August 6, 2014 at 4:48 p.m. This means that people have less chance to take extra precautions for the outbreak -- an outbreak that resulted in more forced entries than usual.
