Village Of Arlington Heights Roadway Crack Sealing Program Under Way
A crack sealing maintenance program is scheduled to start September 25, 2014 in the Village of Arlington Heights, weather permitting. The purpose of this program is to help extend the life cycle of street pavements. The program lasts for about two weeks and is an efficient procedure that helps prevent moisture from getting under pavement and thereby increasing the rate of roadway degradation.
Crack sealing is usually done three years after a roadway resurfacing or reconstruction to minimize additional cracking. The work is messy, but necessary to extend the life cycle of pavement. Before applying sealant, workers must rout cut the existing cracks and use an air compressor to blow away any loose dirt or debris from the cracked area. A worker than applies a hot liquid sealant to the clean crack. Finally, a fine dust or sand is blown over the material to reduce vehicle tracking
The Village of Arlington Heights asks that residents and visitors please be patient with the process. Street sweepers will clean the streets generally 24 hours after the sealant is properly set. If you have questions about the program, please contact Bill Oakley, Public Works Street Unit Crew Chief, at 847-368-5835 or email him at woakley@vah.com.

Male Victim Attacked By "10 To 15 Teens" In Back Parking Lot Of Apartments On Rand Rd Near Hicks Rd, Palatine
Palatine police and firefighter/paramedics responded about 8:04 AM Wednesday to a report of a battery victim unconscious at in a back lot of an apartment complex at 42.14515,-88.030102 (2020 North Rand Road Palatine, IL). Police and firefighter/paramedics received a report that a victim was "jumped" in the parking lot.
Police and firefighter/paramedics received a report that a victim was knocked unconscious, and that about 10-15 attackers were seen in the area.
After the attack, the offenders -- age ranging 15-18 years-old -- possibly headed toward the Rand Grove Apartments on the north side of Rand Road near Old Hicks Road.
No detailed description of the offenders at large was available. The attack occurred near several public areas including Joe Caputo and Sons, Arlington Toyota, Knupper Nursery and Landscape, and Culver's.
Palatine police have no real-time Twitter or other social media real-time alerting system that can alert citizens of at large subjects. Also Palatine police dispatch channel uses secret, encrypted technology that cannot be effectively monitored in neighboring police department squad cars (e.g., Cook County Sheriff, Lake County Sheriff, Wheeling Police Department) that are not part of the Northwest Central Dispatch). Also neighborhood watch groups or the media cannot monitor police dispatch for Palatine.
In other words, offenders have the advantage of slipping into the darkness while potential multiple eyewitness are left unaware of real-time criminal activity that includes suspect descriptions, vehicle descriptions, and direction of travel of suspects in their neighborhoods.

Ford Escape Driver Escapes Potentially Deadly Crash On Rand Rd In Front Of Olson Rug, Arlington Heights
Arlington Heights police responded about 3:15 PM Wednesday to a report of a crash involving an SUV and a trailer that careened in to the Olson Rug and Flooring Store, 4 West Rand Road Arlington Heights, IL. Police received a report that a trailer crashed into an SUV and then crashed into the Olson Rug and Flooring Store on the north side of Rand Road (US Route 12).
A witness reported that she was driving westbound in front of the Ford Escape that was also westbound on Rand Road near the stoplight to the entrance of Arlington Plaza shopping center. A large construction utility pickup truck towing a trailer was eastbound on Rand Road when the trailer suddenly disconnected and passed across the oncoming westbound traffic.
The female driver of the Ford Escape was alert to the oncoming trailer and pulled right -- driving up on the sidewalk of the westbound lanes of Rand Road. The trailer carrying long 2x4 and 2x8 boards clipped the left rear fender and wheel of the Ford Escape, which pushed it back into the westbound right lane of Rand Road. The trailer then tore up dirt on the parkway, proceeded through the parking lot and crashed through the storefront window of the Olson Rug and Flooring store.
No injuries were reported. If the driver of the Ford Escape had not veered to the right, she and her passengers would likely have been seriously injured or killed. A more direct hit could have caused intrusion of the long boards into the interior of the Ford Escape and struck the occupants of the vehicle.
The force of the impact broke the rear axle and seriously damage the rear end of the Ford Escape.
The trailer also caused serious damage to the Olson Rug and Flooring store -- damaging the brick base to the store window, store displays and inventory, and the front door of another wall of the building. No one was reported injured inside the store or along any of the sidewalks and parking lot area.
The Arlington Heights Building Department immediately sent a building inspector to the scene to check for structural damage. It did not appear that the stability of the building was jeopardized.

Woman Bicyclist Hit By A Car At Windsor Dr And Kensington Rd, Arlington Heights
Arlington Heights police and firefighter/paramedics responded about 3:45 PM Friday to a report of a bicyclist hit by a car at Windsor Drive and Kensington Road Arlington Heights, IL. Police and firefighter/paramedics received a report that bicyclist was hit by a car, and was conscious on breathing.
An adult woman was reported injured.
On September 17, 1990, Lewis Beck, then 8-years-old, was struck by a car while crossing Kensington Road at Windsor Drive, and while a crossing guard was on duty. The driver of the car was not ticketed, but settled the case with the Beck family for $100,000.
While the Beck family was preparing to sue the Village of Arlington Heights -- claiming improper actions of the crossing guard -- the Village of Arlington Heights settled for $3.9 million before the case heard in court. The Chicago law firm of Corboy & Demetrio was preparing to argue that the crossing guard was not standing on the same corner as the children who she was guarding -- a national standard for crossing guards. When the crossing guard stepped into the street from the opposite side, Lewis thought it was safe to cross with his sister Maria, who was also hit by the car. She suffered minor injuries, but Lewis suffered permanent injuries, affecting his speech and his walking function.
For years, neighbors attempted to get stop signs for Kensington Road, but were only able to get caution pedestrian signs with a flashing yellow light.

Arlington Heights Police Officer Promoting Rail Safety At Downtown Metra Station Wednesday Morning Sept.17
Arlington Heights Police Officers will be at the Downtown Train Station on Wednesday morning, September 17, to promote safety for both motorists and pedestrians around the railroad tracks during Illinois Rail Safety Week, September 14-20.
Did you know that in 2013, Illinois ranked third in the nation for grade crossing fatalities and third for trespass fatalities? It is no secret the rail industry plays a vital part of the Illinois economy, but saving lives on the tracks is the duty of everyone.
The role of Police Officers at the train station is to remind people to follow the law and be aware of their surroundings at trains stations and railroad crossings. The goal of this educational campaign is to keep a tragedy from occurring either on or around the railroad tracks.
To remain safe please follow the ten tips, offered by Operation Lifesaver, when crossing railroad tracks:
Walking or playing on train tracks is dangerous and illegal.
Be prepared to stop at crossings.
Cross train tracks at designated highway/railroad crossings.
Look for the crossbuck sign, lights or gates at crossings.
Listen for warning bells and whistles.
Obey the signals.
If one train passes, make sure a second train is not approaching on another track in the same or opposite direction.
Obey the directions of a police officer or member of a train crew directing traffic at a crossing.
Cross the tracks in low gear; do not change gears while crossing.
If your vehicle stalls on the tracks, get out quickly and away from the vehicle and tracks; call the emergency number posted at or near the crossing, and call 911.

"Hooded Bandit" Bank Robber Caught In Wood Dale Identified As Rolling Meadows Man
Wood Dale police responded 11:48 AM Friday to a report of a bank robbery at the US Bank at 333 East Irving Park Road Wood Dale, IL. Two blocks from the bank a Wood Dale police officer spotted an older man driving a car that matched the suspect's vehicle description -- a green 1995 Buick LeSabre. Police were aware that a 1990s Buick sedan was connected to other suburban robberies in the last year-and-a-half.
The man in the car was wearing a hooded sweatshirt and scarf, which was covering the lower half of his face. Police conducted a traffic stop after a short pursuit, the man exited his vehicle and "rushed towards the officers while holding a pen in his hand with a black hood wrapped around the pen and his hand." At the time police weren't sure what the suspect had in his hand, but a police officer was able to subdue the suspect with a Taser.
Police identified the man as Edward Klich, age 62, of the 3200 block of Peacock Lane. Klich was arrested and charged in federal court Friday with armed robbery. He is likely to be charged with other suburban bank robberies.
Klich was found with $1,874 in the car, although the bank reported $2,354 was taken. The bank teller also reported that the suspect wore a heavy dark jacket with a dark hood pulled up, a dark blue scarf covering part of his face, and dark cloth gloves. The description coincided with bank video surveillance images.
Klich told FBI agents that he drove his wife's green Buick Le Sabre to U.S. Bank and parked on a street on the east side of the bank. He admitted that he entered the bank and told FBI agents that he told the teller, "This is a robbery. There are two of us. Give me your 100s and 20s." Clothes found in the car matched images in the bank surveillance video, although the teller couldn't positively identify Klich because the suspect was shown to the teller without wearing the dark gray jacket he apparently wore in the bank. The jacket had two black lines running down the entire length of the right sleeve and a white line and a black line running across the chest.
Klich admitted to bank robberies at the following locations (initializing surveillance images taken from the following banks):
First Merit Bank, 900 East Higgins Road, Elk Grove Village at 10:45 a.m. on Wednesday, September 3, 2014
Chase Bank, 133 West Grand Avenue, Bensenville on April 7, 2014;
Chase Bank, 123 Main Street Bensenville, December 9, 2013;
Charter One Bank, 3901 Kirchoff Road, Rolling Meadows, December 2, 2013;
Charter One Bank, 333 East Irving Park Road, Wood Dale on November 15, 2013;
Charter One Bank, 3901 Kirchoff Road, Rolling Meadows on April 19, 2013;
BMO Harris Bank, 130 West Devon Avenue, Wood Dale on February 15, 2013;
Chase Bank, 2641 Kirchoff Road, Rolling Meadows on July 28, 2011.
Although no weapon was displayed at US Bank, a silver semi-automatic handgun was reported to be associated with the suspect at the February 15, 2013 bank robbery at Harris Bank.
Klich had a criminal history of embezzlement of $120,000 from an O'Hare area post office. He served time in federal prison and has been paying off the amount ordered for restitution, which was down to a balance of about $80,000.

Liquor License Denied For "Bottles And Barrels Sports Bar & Grill" At Westgate Shopping Center, Arlington Heights
The Arlington Heights village board Monday night denied a liquor license to petitioner Ilias Haritos, who sought a liquor license for Bottles and Barrels Sports Bar & Grill.
Haritos is hoping to open business at 1609 W. Campbell in the Westgate Shopping Center -- the former location of Murphy's.
Haritos has state Beverage Alcohol Sellers and Servers Education and Training (BASSET) certification and has never had a liquor license violation or had a license revoked, but .
Haritos and Attorney Sam Amirante told the village board at the Committee-of-the-Whole meeting that the restaurant would have a welcoming environment and be open to families -- "like 'Cheer's'," a good, wholesome idea." However trustees were concerned about the business name; the layout, which showed many tables only seating two people; and an incomplete menu without enough food options. The layout issue was re-visited, since there were questions from the Village of Arlington Heights back when the license application was initially submitted.
For several years, Arlington Heights has required food be available during all hours when and where liquor is served.
At the Committee-of-the-Whole meeting there was also some discussion regarding the employment background of Haritos, who was a manager at Polekatz, a full nude gentlemen's club in Bridgeview. Haritos said he left Polekatz because he felt bad for the women he was hiring and he wanted to get away from the negative aspects of the business.
Bad Aspects of Industry?
According to WGN, Chicago Tribune, and ABC 7 Chicago reports, Anthony "Tony Q" Quarata -- an associate at "reputedly mob-connected" Polekatz -- was the target of an alleged plot to kill him by former Chicago police officer Steve Mandell. The jury convicted Mandell, age 63, of six of the counts related to the planned kidnapping/extortion/murder plot of Riverside businessman Steven Campbell. Mandell was acquitted of the two counts that involved an alleged plot to kill Quaranta. The FBI investigation involved 20 agents, including aerial surveillance of Mandell over a suburban mall parking lot. After his arrest, Mandell called his wife -- an 82-year-old Buffalo Grove woman -- to ask her to get rid of evidence. Federal authorities alleged that the motive of the plot against his targeted victims was to take over their portion of the lucrative Polekatz strip club.
The denial of the liquor license does not prevent the Arlington Heights business from opening as a restaurant. Re-application for a liquor license is possible at a later date with the submission of a more complete menu and more complete business plan.
