MORNING...THEN IMPROVING ABOVE 20 BELOW BY MID TO LATE MORNING.

* IMPACTS...FROST BITE CAN OCCUR IN A MATTER OF MINUTES ON
EXPOSED SKIN. EXTENDED EXPOSURE WITHOUT PROPER CLOTHING WILL
INCREASE THE RISK OF HYPOTHERMIA.
