Arlington Heights police and firefighter/paramedics responded about 8:30 PM Thursday to a report of crash with injuries at Kennicott Avenue and Maude Avenue Arlington Heights, IL. Police and firefighter/paramedics received a report that a car was driven into a house, and that the driver was fleeing on foot away from the crash scene.

The driver was walked back to the scene -- accompanied by police -- from the west side of Kennicott Avenue.

A neighbor said the car was skidding almost 100 yards before hitting the house -- crossing diagonally across Kennicott Avenue while southbound toward Maude Avenue.

Several families were at the scene, after interrupting their gatherings to see what the louds noises and commotion were all about.

A Village of Arlington Heights Building Inspector arrived on the scene to inspect for structural damage.

Extra Alarm House Fire Stopped By Aggressive Attack On Cherry Creek Ln, Prospect Heights

Prospect Heights police and firefighter/paramedics responded about 6:28 PM Thursday to a report of a house fire at 415 Cherry Creek Ln Prospect Heights, IL. Police and firefighter/paramedics received a report that a house was on fire with two people inside the house. A father and son escaped from the fire after attempting to extinguish the fire in a home office. The fire quickly engulfed the room and began to spread to other rooms.

Arlington Heights Fire Engine 4 stationed on Arlington Heights Road, just north of Hintz Road responded on an automatic aid agreement with Prospect Heights, and was first on the scene. Firefighters lead out with a hose line and rushed up to the second floor over the garage to attack the fire.

The neighborhood is not supplied with hydrants. Arlington Heights Engine 4 carries 500 gallons and is emptied within a few minutes without a connection to a hydrant. Prospect Heights Tanker 9 brought 3,000 gallons of water which was connected to AHFD Engine 4, which kept the water on the attack. Long Grove Tanker 55, and Palatine Rural FPD 36 also brought water, as a 5-inch line of house was connected to a hydrant across Hintz Road. A witness reported seeing Tanker 9 drop hose, as planned, a good distance from the fire scene on Schoenbeck Road near Hintz Road, and continue on toward the fire -- continuing to drop hose along the way.

The initial aggressive attack from Arlington Heights and Prospect Heights firefighters and the coordination of continuous water supply from the tanker crews stopped the fire from causing much more devastating damage. Firefighters had fire conditions over their heads during the interior attack. For a short period the fire erupted through a vent in the roof over the garage

The fire response was elevated to a MABAS Box Alarm about 7:00 p.m. because of continuous smoke conditions throughout the hose, and uncertainty whether the fire was spreading through the attic or other hidden spaces. The Box Alarm was struck out at about 7:59 p.m.

Firefighters from Arlington Heights, Buffalo Grove, Deerfield-Bannockburn, Des Plaines, Elk Grove Township, Glenview, Northbrook, Palatine, and Wheeling assisted Prospect Heights firefighters at the scene. Firefighters from Glenview, Niles, North Maine Township, and Rolling Meadow stood by in Prospect Heights fire stations to be in position to protect the city from any additional fires.

An extra alarm for police presence was also activated for traffic control because of the hose lines across the roads. Police officers from Arlington Heights, Mount Prospect, Northbrook, and Wheeling assisted Prospect Heights police officers with traffic control.

Arlington Heights Trustee Joe Farwell Announced "Project Katie" To Activate Smoke Detectors And Promote Zero Tolerance For Inoperable Smoke Detectors

The Village of Arlington Heights will soon be coordinating a group of volunteers, including high school students, who will be trained on how to check smoke detectors, and install batteries.

The program, known as "Project Katie" is inspired after a fatal fire killed three women in a house with non-operating smoke detectors on South Dunton Avenue on November 6, 2013, and is spearheaded by efforts of Village of Arlington Heights Trustee Joe Farwell. At the Village Board meeting Joe Farwell introduced Project Katie, explaining that a relative of Farwell's named "Katie" was killed in Palatine in the 1970s. Farwell said he wants Arlington Heights to promote a "Zero Tolerance" for inoperative smoke detectors." Farwell added, "Too often batteries go unchanged after their useful life and too often lives are lost because people are unwilling or unable to check their smoke detectors for proper installation and operation."

"We want to put the buzz back into every detector here in Arlington Heights. We want to make fire safety easy."

-- Joe Farwell at the Village Board Meeting, 11.18.2013

"Project Katie" in Arlington Heights will begin in December 2013, and will check and activate smoke detectors on the second Saturday of every month.

Volunteers will go to homes of residents who have requested a smoke detector check and perform the service for free.

So far about 100 batteries have been donated, and Farwell hopes to expand the program with acceptance of donated smoke detectors. If your smoke detector doesn't have an expiration date on the product, the smoke dectector is over ten year old and needs replacement.

Volunteers and residents who want their smoke detectors checked by Project Katie are instructed to contact Nancy Kluz, the community relations coordinator for Arlington Heights at 847-368-5104. As of Wednesday morning the notice about "Project Katie" is not posted on the official village website or the official village Twitter account.

Trustee James Tinaglia Casts Only "No" Vote Against Property Tax Hike; Committe-Of-Whole Approves, Forwards To Board Meeting Tonight

Tonight on the Village Board meeting agenda is the topic of a proposed Property Tax Levy. The village portion of the property tax bill increase would be $19 for the average taxpayer if a 1.84 percent increase approved at a committee-of-the-whole meeting is given final approval at a regular village board meeting. The tax levy increase could be approved tonight.

Report of the Committee-of-the-Whole Meeting of Nov. 12, 2013
Proposed 2013 Property Tax Levy

Trustee Glasgow moved, seconded by Trustee Rosenberg that the Committee-of-the-Whole recommend to the Village Board to authorize staff to prepare the Village's and the Arlington Heights Memorial Library's 2013 Tax Levy Ordinance reflecting an estimated total tax levy of $44,575,400 or a 1.84% increase over the 2012 Tax Levy for the Village and Library portion of the levy. The motion passed with Trustees voting as follows:

Blackwood, aye
Farwell, aye
Glasgow, aye
LaBedz, aye
Rosenberg, aye
Scaletta, aye
Sidor, aye
Tinaglia, no.

Mayor Hayes, aye

Initially, the board was set to approve a 2.06 percent increase in the levy, which would involve the average taxpayer paying $22 more. Trustees discussed the increase with Trustee James Tinaglia questioning and advocating no increase in the tax levy.

To drop the increase to 1.84 percent, the village instead would take $100,000 from contingency funds.

"I think we would all like to keep the levy at 0 percent (increase), ... I would prefer to maybe take little baby steps" as opposed to having to demand a larger increase in the future.

Trustee John Scaletta reminded the board that even though the village may be in a better position, many residetns are still struggling.

Trustee Mike Sidor challenged Village Manager Bill Dixon and his staff to find $100,000 in savings, rather than dipping into the contingency fund. "I would hope that we can find $100,000 somewhere in this village building. I believe we can do it," Sidor urged.

In March 2013, Village Trustees and Mayor Arlene Mulder approved $65,000 from the Capital Projects Fund Budget to be used Road Weather Information System apparatus.

In an editorial, The Cardinal proposed that the decision to purchase RWIS for Arlington Heights is unnecessary and not as effective as a combination of existing, free resources. There are many ways to tell if the pavement is wet, dry or icy in Arlington Heights preferable over the installation of two weather towers or equipment in an urban setting.

RWIS is a great resource for countywide or statewide applications in locations where observers are not frequently traveling (an infrequently traveled mountain pass, a rural bridge, etc.). For additional examples, a rural road in Illinois or Iowa where a Sheriff or State Trooper might not pass for hours at a time, is a good place to deploy RWIS.

The two RWIS devices are located at Windsor Drive and Valley Lane, and at Wilke Road and White Oak Street.

The Village of Arlington Heights also approved an encryption option on public safety radios for police officers and firefighters. The option cost an additional $380 per radio. A low estimate of 250 radios at $380 per radio costs $95,000. The encryption is a military-grade security option that many experts believed should not be deployed department-wide. The experts believe encryption if more effectively and securely utilized when it is limited to SWAT tactical teams or drug investigation or sting operations.

In response to Tinaglia's question to eliminate an increase in the tax levy, Finance Director Thomas Kuehne said it would be difficult to close the gap. Kuehne mentioned finding a different revenue source to close the gap on the revenue side, or focus on the expense side to close the gap by decreasing staff levels.

High Wind Warning; Tornado Outbreak Possible In Illinois

URGENT - WEATHER MESSAGE
NATIONAL WEATHER SERVICE CHICAGO IL
309 AM CST SUN NOV 17 2013

CONDITIONS EXIST FOR TWO-PRONGED WEATHER ASSAULT (1) HIGH NON-THUNDERSTORM WINDS AND (2) HIGH WINDS FROM SEVERE THUNDERSTORMS AND TORNADOES.

[The National Weather Service Storm Prediction Center also has outlined an area of High Risk for Severe Weather/Tornado for Sunday for the far south side of Chicago and eastern counties of Illinois. A Moderate Risk for Severe Weather/Tornado exists for the rest of most of Illinois including the northwest suburbs. EF3 tornadoes are possible. Almost all of Illinois is in an area outlined for High Risk of damaging thunderstorms. In our region we are at a 10 percent or greater probability of 74 mph winds or greater. Otherwise we are in an almost certain area of risk of winds of 57 mph or greater -- even from non-thunderstorm winds. The non-thunderstorm gusts are expected to start about 10:00 a.m. THE HIGHEST RISK OF TORNADOES EXISTS FROM CHICAGO SOUTH TO FORD COUNTY AND POINTS EAST, BUT TORNADOES ARE POSSIBLE IN THE ENTIRE CHICAGOLAND AREA. THE STRONG SHEAR AND POTENTIAL FOR MAINTENANCE OF DISCRETE THUNDERSTORM CELLS SUGGEST THE POTENTIAL FOR STRONGER AND LONGER-TRACKED TORNADOES IF THEY DEVELOP. Thunderstorm cells are expected to start to develop in the far southwest suburbs by late morning.]
