Suspicious Device Placed on Manhole Looked Like Pipe Bomb at McLean Blvd Near Kane St, South Elgin

South Elgin police responded about 7:20 p.m. Monday to McLean Boulevard near Kane Street north of Spring street Monday night as police and fire crews responded to a call about an object near a strip mall that resembled a pipe bomb.

The suspicious item was discovered to be a foot-long piece of PVC pipe painted black with both ends capped. The device was found on a manhole cover. An Alcohol, Tobacco and Firearms (ATF) agent used a bomb-sniffing K-9, but the dog did not indicate that it sniffed explosives on the device.

The Kane County Bomb Squad used a water disrupter to destroy the device. Water disruptors use a water-projectile shaped charge to destroy bombs, which blasts the device apart and severs any detonating connections faster than any fuse or anti-tampering device on the bomb can react by explosion.

Police searched the area for other devices and canvassed the area as part of the investigation.

Dryden Place Neighborhood Near Kensington Rd Showing Warning Signs of Developing Urban Decay

The Village of Arlington Heights has a good record of regulating excellent properties in the village limits. That's why it is surprising that properties along Dryden Place just north of Northwest Highway and especially north of Kensington Road appear to show signs of neglect and lack of inspection.

After two drug-related rescue paramedic calls and a shots-fired call within a week, it is time that residents and village officials work together to turn around what appears to be a neighborhood showing warning signs of a serious decline near good neighborhoods in Arlington Heights.

A quick look at the property north of Kensington Road -- Marketview Apartments commonly called Dryden Place apartments -- shows driveways and a parking lot affected by deep potholes. Many of the potholes are deeper than six inches -- capable of breaking an ankle and wrecking vehicle suspension systems.

Mansard roofing appears in disrepair, and garbage in the rear is frequently overflowing dumpsters and piled next to dumpsters.

Shopping carts from Mariano's Fresh Market are frequently abandoned at the apartment complex property.

A bystander, witness and resident at one of the rescue scenes last week reported an infestation of bedbugs in at least one of the apartments. No confirmation of the infestation was available from the property manager or from the Village of Arlington Heights Health Services Department at the time of this report.

South of Kensington Road, a wrecked vehicle with rear-end damage and an open trunk door with a trunk loaded with plastic garbage bags is parked in a rear alley. The alley runs parallel to Dryden Place, and is directly east of Mariano's Fresh Market.

Landscapers on the property south of Kensington Road have also been observed blowing large sticks and landscaping debris directly into the northbound lanes of Dryden Place. The landscapers did not appear to be outside contractors, and replaced their landscaping equipment in a garage on the property.

We recommend residents call the Village of Arlington Heights Building Services Department (847-368-5560) or the Health Services Department (847-368-5760) to report safety or health hazards on the properties, and to report sightings of any improper use of properties, especially regarding storage or maintenance.

In Arlington Heights the Building Services department regulates buildings and building control systems including electrical, plumbing, mechanical, heating/ventilation and energy control systems; fire protection systems and fire safety provisions; and provisions for property/premise maintenance and upkeep. The Building Service department uses its administration, reviews and enforcement of regulations on permits, inspections and licensing for regulating construction, safe occupancy and use of all buildings/structures and premises. The department interfaces with the Building Code Review Board and the Electrical Commission on modifications to technical provisions of codes.

If you would like to submit a photo of any property trouble that you see in the Dryden-Kensington neighborhood, please post the photo in the timeline of www.Facebook.com/ArlingtonCardinal

A Second Possible Narcan Antidote Administered for Possible Overdose at Dryden Place Apartments, Arlington Heights

Arlington Heights police and firefighter/paramedics responded about 9:24 PM Saturday to a report of a possible opioid 3 North Dryden Pl Arlington Heights, IL. Police and firefighter/paramedics received a report that a man overdosed on heroin or opioid and was already administered Narcan or Naloxone antidote.*

First responders initially received a report that a man in his 20s was unconscious, not breathing, and without a pulse. CPR was reported underway.

Firefighter/paramedics immediately called for extra manpower for Advanced Life Support.

After firefighter/paramedics and police were in the apartment building for about 10 minutes, a man was walked to the ambulance on his own power by about 9:35 p.m. and transported to Northwest Community Hospital.

On Tuesday -- just four days before this second reported overdose in a week -- a female was reported to have overdosed on heroin, and was rescued by an antidote of Narcan. An Arlington Heights police officer officer administered two doses of naloxone using the Evzio auto-injector carried in all squad cars. A 19-year-old female was also transported Northwest Community Hospital. She had been unresponsive without detectable respiration.

*At the time of this report, it was not confirmed whether the police administered one of their Narcan antidotes or whether the victim, family or friends used a Narcan antidote kit in their possession. Police and firefighter/paramedics did not confirm whether the man was unresponsive when they arrived on the scene.

In many states drug users, family members and concerned friends can carry naloxone or Narcan to use as a rescue antidote.

Many states also have overdose laws that prevent prosecution for drug possession for people who have an overdose or who seek medical help for someone else having an overdose.

Five Men Transported from Goebbert Rd Apartment in Possible Gypsy Scam Crime Investigation, Arlington Heights

Arlington Heights police responded about 4:24 PM Tuesday to a request for police needing assistance at 2238 South Goebbert Road Arlington Heights, IL. Police received a report that unmarked detective units were busy on a traffic stop in the Ashton Apartments parking lot. Multiple subjects were in a minivan.

The minivan pulled into a parking spot east of an apartment building that was two buildings west of the traffic stop.

It is unknown if one or more of the men fled to the apartment on foot or if the men voluntarily brought police to the apartment building. Police called for backup during the traffic stop.

The men were detained in an apartment hallway and handcuffed with plastic ties until an apparent victim was transported to the scene to identify the men at a "show up" in front of the apartment.

Police requested no video be captured of the "show up" especially requesting that the victim in the squad car not be captured on video. No video was taken by The Cardinal of the "show up."

Five men were brought near a Cook County Sheriff's police squad one-at-a-time to give the apparent victim a front view, and a side view for each side of each man. Police requested each man turn to each side. The apparent victim was transported away from the scene. The five men were then transported in handcuffs in a caravan of police squads away from the apartment complex.

Police apparently transported the men to Cook County Sheriff's Police office and court building on Maybrook Drive in Maywood.

Prior to the show-up, a Cook County Sheriff's police officer said that the men were not arrested.

One man apparently complained about tightness from the handcuffs. A Cook County Sheriff's officer immediately adjusted the handcuffs.

Neighbors near the apartment building stated at the scene that there has frequently been a steady flow of people visiting the apartment building. One witness said "they don't use cell phones", saying visitors frequently honk their vehicle horns to communicate with people inside to come out of the apartment building.

Illinois State Police, Cook County Sheriff's Police and Arlington Heights Police Department officers were on the scene from about 4:20 p.m. until after 7:45 p.m.

Police were believed to be investigating some type of Gypsy Scam crime, but police did not officially confirm any details. At least five unmarked police vehicles were on the scene.

It is unknown if police were tailing a criminal crew or were able to catch up with a suspected criminal crew immediately after a reported crime. It is unknown where the crime might have occurred, but the crime apparently occurred in a Cook County Sheriff's police jurisdiction.

Female, Age 19, Suffers Near Fatal Heroin Overdose; Reversed with Narcan (Naloxone) on Dryden Pl Near Kensington Rd, Arlington Heights

Arlington Heights police and firefighter/paramedics responded about 1:03 PM Tuesday to a report from an anonymous caller that a female overdosed on heroin at Dryden Place Apartments Arlington Heights, IL. Police and firefighter/paramedics received a report that a witness called 9-1-1 after finding a 19-year-old female unresponsive. The witness suspected an overdose associated with heroin. Several nearby police officers arrived and confirmed the victim was unresponsive; ashen in color, and had no voluntary respiration and a faint pulse. A brief interview of the witness confirmed the victim was suffering from an opioid overdose.

Police officers relied on recent training to evaluate a person experiencing an opioid overdose, and an officer administered two doses of naloxone using the Evzio auto-injector carried in all squad cars.

Arlington Heights firefighter/paramedics arrived moments after police officers arrived and began lifesaving measures. Shortly after receiving a second injection of the reversal agent, the victim regained consciousness. Paramedics transported the victim to Northwest Community Hospital for emergency medical care.

The Arlington Heights Police Department partnered with live4lali (www.live4lali.org) this spring to provide lifesaving training. First responders were trained to recognize signs and symptoms of someone experiencing an opioid overdose. Live4lali donated a supply of Evzio auto-injectors that deliver one dose of naloxone, an agent that reverses the effects of an opioid overdose, including heroin.

The Arlington Heights Police Department commends all first responders who worked in unison to provide lifesaving efforts today. Their combined actions truly contributed to the victim surviving a near-fatal overdose. In addition, the training and Narcan supplied by live4lali greatly impacted the favorable outcome of this event.

Judge Vacates 5 Convictions Against Former Gov. Rod Blagojevich; Re-Sentencing Possible

A judge vacated five convictions against former Ill. Gov. Rod Blagojevich Tuesday.

The former Illinois governor could seek a retrial on those counts, and then possibly received a shorter sentence.

The other 12 convictions were affirmed. A jury convicted Blagojevich of 17 counts -- 11 criminal counts related to the attempted selling of President Barack Obama's old U.S. Sentate seat in 2008, and six counts involving fundraising shakedowns of a hospital executive and racetrack owner.

If the prosecutor elects to drop the vacated charges, the district court could proceed directly to re-sentencing, according to the court document USA v. Rod Blagojevich, which was released Tuesday afternoon.

Garage Fire Ignited by Downed Power Lines in Backyard on Grouse Ln, Rolling Meadows

Rolling Meadows police and firefighter/paramedics responded about 12:35 PM Monday to a report of a downed power line and detached garage fire behind 3804 Pheasant Drive Rolling Meadows, IL. Police and firefighter/paramedics received a report that power lines were down and were igniting the exterior and grounds of a detached garage.

The actual detached garage was at 2709 Grouse Lane. One person at the house took a little smoke while rescuing some dogs from smoke drifting toward the house next to the garage. He was transported to Northwest Community Hospital by paramedics.

Residents had reported a problem with the power line Saturday night. Neighbors reported sparks in the trees when winds blew the branches into the power lines.

ComEd responded Saturday, and so did the fire department; but neither crews were capable of trimming the tree branches away from the power lines. A ComEd inspector returned Monday morning to assess the situation. That's when one or two power lines snapped -- creating an explosive noise. Then a fire started from contact of the live power lines with the garage and nearby grounds.

Firefighters couldn't put water on the fire because of the risk of electric shock.

A ComEd crew capable of cutting power to the downed power line arrived about 1:06 p.m. and confirmed that the power lines were de-energized just before 1:19 p.m.

Firefighters had re-confirmation that the power lines were de-energized by the ComEd crew at about 1:19 p.m.

By 1:24 p.m. firefighters were dousing the back was of the garage with water. The fire was knocked and all smoke stopped by about 1:31 p.m.

The entire back wall of the garage was destroyed by the fire. Contents inside the garage were also destroyed, but it did not appear that any vehicles were damaged.

Saturday Storms: Cloud Rotation, Lightning Strike House Fire, Tree Down in Arlington Heights

Most severe weather Saturday occurred in McHenry County and Lake County, where a funnel or tornado or cloud rotation was spotted near Route 14 and Oak Grove Road near Harvard at about 2:19 p.m.

Numerous downed power lines were reported across McHenry County and Lake County. The largest number of customers without power were located east of I-94.

A cold outflow boundary from Lake Michigan pushed cooler air into the area causing instability and storms, but probably also inhibited actual tornado formation.

At a home in Mundelein on the 1600 block of Verde Lane, lightning is believed to have caused an attic fire.

Firefighters responded to the home at about 3:30 p.m. and elevated the response to a MABAS Box "Change of Quarters" at about 3:51 p.m. and a full MABAS Box Alarm at 3:59 p.m.

The MABAS Box Alarm was struck out at about 4:36 p.m. after the fire was extinguished by about 4:20 p.m.

Firefighter/paramedics from Arlington Heights, Deerfield, Buffalo Grove, Countryside, Gurnee, Highwood, Lake Forest, Lake Zurich, Libertyville, Long Grove, Round Lake, Wauconda, and Waukegan assisted Mundelein firefighters either at the scene or by standing by in Mundelein fire stations.

In Arlington Heights, a large tree snapped at the trunk about 6 or 7 feet about the ground in front of a home on Windsor Drive north of Wilshire Lane. Only landscaping damage was reported.

During the stormy weather, cumulus clouds rose quickly to form storms, while surface winds shifted from the north with the cold outflow boundary from Lake Michigan. Right before the storm, winds were from the southeast and south. Earlier the winds were records from the east, southeast, north, west, and southwest. Air temperature dropped from 87°F to 75°F when the storms hit.

Saturday's high temperature just before storms hit was 87°F at 1:51 pm at O'Hare. The Heat Index High at the same time was 96°F.

Dew points Saturday were as high as 76°F at O'Hare, and as high as 79°F in Kankakee, and as high as 82°F in Streator.

No rain in the forecast for Sunday.

TORNADO WATCH; Storm Forecast Assessment for Chicagoland, Heat Index Fizzled

Today was a battle between a cool lake outflow boundary pushing cool air southwest vs. a push of warm Gulf air sucked up from the counterclockwise rotation of a Low Pressure System to the southwest over central Kansas, and a clockwise push of warm air from the south where a High Pressure System was over southwest Tennessee.

As has been common this summer and last summer, the cold outflow boundary from Lake Michigan pushed cooler air into the area. The clash caused unstable air that mixed with moist air that measured dew points as high as 76°F at O'Hare, and as high as 79°F in Kankakee, and as high as 82°F in Streator.

The most severe weather today occurred in McHenry County and Lake County, where a funnel or tornado was spotted near Route 14 and Oak Grove Road near Harvard at about 2:19 p.m.

No significant thunderstorms were visible on radar at 5:45 p.m., but heating with clear skies could create conditions for severe thunderstorms to return Saturday evening.

Not quite sure why the National Weather Service didn't expire the Heat Advisory early.

Today's high temperature was 87°F at 1:51 pm at O'hare. The Heat Index High at the same time was 96°F.

The Heat Advisory criteria is Maximum Heat Index > 105°F for at least 3 hours (HI=Heat Index).

The heat index was dropped sometime between 5:00 p.m. and 6:00 p.m.

After the storms and rainfall, the warm air temperature has not recovered above 76°F, and has in fact dropped one degree to 75°F from 3:51 p.m. to 4:51 p.m. at O'Hare International Airport. At 5:51 p.m. the air temperature at O'Hare was 78°F with a Heat Index of 80°F.
