Why Is This House Fire Still Burning? Was Hoarding Cause Of High Content Load On Kaspar Avenue?

As late as 8:30 p.m. Friday, firefighters were working to extinguish hot spots in a destroyed house at 812 North Kaspar Avenue. It was demolition, and smothering of flames, that finally completed the operation that also involved the high volume of water dousing the house over 12 hours.

* * *

Neighbors were affected negatively during the night of the fire and the day following the fire.

• A water main broke just north of the fire scene. The main break caused lowered water pressure in the neighborhood. Silt from eroding ground near the prolonged water main break filled the street.

• Electricity was at risk of power failure because water sprayed on the fire in sub-zero temperatures also collected as ice on power lines and risked bringing the power lines down. Even primary lines at the back of the lot were considered at risk. ComEd workers, who arrived on the scene early, warned firefighters about overshooting the house, and advised them to minimize hitting the backyard primary lines. No known power failure occurred as a result of the house fire.

• Foul smoke affected the neighborhood for house, causing some neighbors to leave the area for the day.

• Kaspar Avenue was barricaded and blocked to through traffic, causing difficult travel and interrupting routine garbage collection by Groot.

* * *

The house was unoccupied when firefighters arrived about 11:50 p.m. -- following a neighbor's report of the house fire at about 11:46 p.m. The house was already well-involved with flames when police arrived just before firefighters. Police reported the doors appeared to be blocked, as they attempted to alert anyone who might have been inside.

The sole resident of the home arrived at the scene about 2:00 a.m.

When firefighters attempted to enter in doors and windows, they found items pile high in front of windows and doors -- what firefighters call "high content load." It is the content that would not stop burning well after the initial discovery and report of the house fire.

After fighting a spectacular blaze in darkness, the fire continued to flare up and emit foul smoke in the neighborhood. At night, the smoke smelled like burning wood consistent with a house fire. By morning, the smoke smelled like a burning dump or dumpster fire -- the result of burning plastics, metals and other contents that were piles inside the house.

A strong south wind with gusts to 30 mph blew much of the day, blowing the foul smoke toward neighbors to the north.

Why is hoarding an issue for the fire service?

Hoarding can be a fire hazard. Many occupants die in fires in these homes. Often, blocked exits prevent escape from the home. In addition, many people who are hoarding are injured when they trip over things or when materials fall on them.

Responding firefighters can be put at risk due to obstructed exits, falling objects, and excessive fire loading that can lead to collapse. Hoarding makes fighting fires and searching for occupants far more difficult.

Those living adjacent to an occupied structure can be quickly affected when a fire occurs, due to excessive smoke and fire conditions.

-- NFPA, National Fire Protection Association

The fire department and village officials have not called the case a "hoarding incident" but the situation appears to be a possible case of hoarding.

Some communities have set up active Hoarding Task Forces. Task Forces are usually established by service providers to gain knowledge about and insight into the problem of hoarding behavior, to share case
information, and to develop intervention strategies.

Some even serve as the intervention/response mechanism or hoarding situations. According to the NFPA, Hoarding Task Forces are often made up of mental health providers, building representatives, community service providers, faith based organizations, the fire service, public health representatives, family members, and many others. Coordinated and collaborative interventions are more likely to bring about positive outcomes than individual agencies working alone or in conflict. Teamwork is imperative and mental health
intervention is vital to effectively change this often dangerous behavior.

When talking to someone
who is hoarding, the NFPA recommends:

• Be respectful and show concern for the person's safety

• Match the language of the person. If the person talks about his "collection"or her "things", use that language. Avoid using derogatory terms, such as
"junk", "trash", or "hoarding".

• Focus on safety issues, such as fires, fall hazards, and avalanche conditions. Note possible ignition sources or trip hazards and try to build support for addressing these issues instead of insisting on an
immediate and overwhelming cleanup.

• Show empathy by indicating that while you
understand that your presence is upsetting for
the person, some kind of change is necessary.

House Fire On Kaspar Ave Near Elm St Destroys House, Arlington Heights

Arlington Heights police and firefighter/paramedics responded about 11:46 PM Thursday to a report of a house fire in the block of 800 North Kapsar Avenue Arlington Heights, IL. Police and firefighter/paramedics received a report that a house had flames showing from the roof. Police were first on the scene and reported the house was fully-involved with fire through the roof. Police also reported the house was difficult to access because it appeared that the door access was blocked. Neighbors reported the resident's vehicle was not on the driveway. So far it is only known that a man lives in the house, and the fire was too intense to search the home.

First firefighters on the scene reported the second floor was well-involved with fire through the roof.

Firefighters had water issues because of sub-zero weather conditions that caused at least one frozen fire hydrant. Firefighters from Engine 3 found a functioning hydrant further north on the block.

The crew from Engine 2 advanced hose lines and set up the deck gun about 12:02 a.m.

Air temperature at zero temperatures caused problems with frozen fire hydrants and water pressure. Engine 2's crew lost water pressure at about 12:07 a.m. -- a common problem for firefighters when temperatures are this cold.

Rolling Meadows firefighters from Engine 15 set up a supply line to Arlington Heights Tower Ladder 1. Firefighters from Tower Ladder 1 then raised their ladder and hit the house fire with a master stream from above.

Fire command requested help from public works at about 12:17 a.m. A truck from public works was on the scene by 12:30 a.m.

ComEd was on the scene early to shut off power to the house. The ComEd crews warned about water that was overshooting the house and hitting the primary lines in the backyard. Icing would cause lines to freeze over and possibly break.

Firefighters worked hard to prevent fire from spreading to the house to the south of the burning house. Heavy fire was blowing out of windows on the first and second floor toward the house to the south. Firefighters battled those flames with a 2 1/2 inch line at the south side. Firefighters also hit the fire from the north side, but had to stay further because the north side of the house was at risk of collapse and was designated a collapse zone.

Firefighters battled the fire past 2:45 a.m. as they reported that the back porch was fully-involved with fire. Firefighters were still hitting hot spots with water and relieved crews with fresh crews about 3:15 a.m.

Mount Prospect, Rolling Meadows, Prospect Heights, and Buffalo Grove firefighters assisted Arlington Heights firefighters at the scene or providing coverage for the rest of Arlington Heights.

Forgetting To Open The Flue Damper For A Fire In The Fireplace Causes Smoke To Backup Into Houses On Hi-Lusi Ave In Mt Prospect And Downing Rd In Buffalo Grove

Probably a lot more people are using their fireplaces for a little extra heat today. That means a greater chance that a number of people might forget to open their fireplace flue damper. Firefighters in Mount Prospect were called to an address on Hi-Lusi Avenue and firefighters in Buffalo Grove were called to an address on Downing Road. Both homes filled with smoke, most likely caused by forgetting to fully open the flue damper. Firefighters at both locations help ventilate the home, but there was no fire in either home.

The damper should always be fully open before starting a fire in the fireplace and when the fireplace is in use. Close the damper only when the fireplace is not burning a fire.

Some people think they might keep more heat in the house if they close the damper flue partially, but blocking the passage of heat exhaust and smoke through the flue and chimney will result in smoke backing up into the home.

If the flue is entirely closed, a frightening amount of smoke and even flames can jump into the living space of the home, instead of rising up the chimney. That usually results in a call to the fire department for help.

A partially closed flue damper can also cause less than ideal heat conditions upward inside the chimney. A relatively cooler chimney can cause more creosote to build up inside the chimney. Over several fireplace uses, excessive creosote can eventually start on fire and extend heat into the frame of the house. If there is fair warning, a neighbor might see flames shooting out of the chimney, before the attic or roof starts on fire. However, if the ignition occurs inside the attic, a full-blown attic fire and roof fire could cause a very serious house fire.

The flue damper should be kept open until all embers are finished burning to prevent smoke from escaping into the home. When the fireplace is not in use, the damper should always be closed to prevent heat from escaping out of the house, and to prevent animals from entering the house. An open damper is like an open window, allowing large amounts of heat from the home to escape. A closed fireplace damper when there's no fire in the fireplace will result in money saved on heating expense in cold weather and air conditioning expense in hot weather.

The National Fire Protection Association Standard 211 says, "Chimneys, fireplaces, and vents shall be inspected at least once a year for soundness, freedom from deposits, and correct clearances. Cleaning, maintenance, and repairs shall be done if necessary." This is the national safety standard and is the correct way to approach the problem. It takes into account the fact that even if you don't use your chimney much, animals may build nests in the flue or there may be other types of deterioration that could make the chimney unsafe to use. The Chimney Safety Institute of America recommends that open masonry fireplaces should be swept at 1/8" of sooty buildup, and sooner if there is any glaze present in the system. This is considered to be enough fuel buildup to cause a chimney fire capable of damaging the chimney or spreading to the home. Factory-built fireplaces should be swept when any appreciable buildup occurs. The logic is that the deposit is quite acidic and can shorten the life of the fireplace.

-- Chimney Safety Institute of America

+ + + + +

Homeowners should always make sure there chimney is not obstructed. Sometimes forgetting to open the flue might not be the problem. There could animal nests or damage caused by animals that cause an obstruction or other problem with the chimney. Or the build up of creosote could obstruct the chimney. The National Fire Protection Association recommends that chimneys should be inspected once per year.

Large Smoke Plume Or Header And Ash Thursday Afternoon Was A Controlled Burn In Lake County Near Lindenhurst, West Of Wadsworth, Waukegan

A large header or large plume of smoke in the area of Lindenhurst and Lake Villa area of Lake County is reported to have been a large controlled burn.

According to WGN meteorologist Mike Hamernik, the large plume of smoke was visible on radar at 1:12 p.m. Thursday.

Some residents of Lake County reported ash falling on their property from the smoke, and 9-1-1 call centers received several calls of smoke seen Thursday afternoon.

The controlled burn was possibly in the Raven Glen Forest Preserve, Ethel's Woods Forest Preserve or Wadsworth area. There were no alerts posted on the Lake County FPD's Facebook or Twitter accounts.

Lake County Forest Preserve District reported February 11, 2015 that they were involved with brush pile burning in Lakewood, Wauconda, Van Patten Woods, Wadsworth and Old School, Mettawa

Each spring and fall, restoration ecologists conduct controlled burns across hundreds of acres throughout the preserves.

Controlled burns are considered a natural resource manager's most cost-effective tool available for managing natural communities. They help control invasive shrubs and trees. Without fire, buckthorn, honeysuckle and other aggressive non-native species invade local habitats and shade out native plants

Comed: Smart Meters Offer You More Benefits; Installations Ongoing In Arlington Heights And Many Nearby Suburbs

Smart meters are digital electric meters that securely send electricity-usage information to ComEd. The Smart meters replace existing electric meters. The technology helps eliminate estimated bills and the need for a meter reader to visit your home.

A smart meter also helps residents learn more about your electricity usage and ways to save energy and money.

Residents with smart meters are able to ...

Access your electricity-usage information 24/7.

Understand how much electricity you're using and when, giving you more control.

Take advantage of online energy-management tools and optional pricing programs to help you save.

What Residents Can Expect During Installation

ComEd plans to install approximately 4 million smart meters in all homes and businesses across northern Illinois by the end of 2018.

Residents are notified by mail when installations are scheduled for their area.

A uniformed meter installer with appropriate identification from ComEd or Corix, a ComEd-authorized contractor, will perform the installation at no cost to you. Currently installers have been driving white Chevrolet Sonic subcompact cars with the Corix logo on the vehicle sides, and a flashing yellow light on the roof of the car.

Residents are advised to be sure there is nothing blocking access to the meter.

Installation typically takes 10 minutes. Expect a brief interruption to electric service. Some installations occur with no perceptible interruption in service.

Corix installations are happening this month in Arlington Heights, Buffalo Grove, Barrington, Barrington Hills, Downers Grove, North Barrington, South Barrington, Bartlett, Deer Park, Forest Lake, Glen Ellyn, Hawthorne Woods, Hinsdale, Hoffman Estates, Inverness, Lisle, Lombard, Long Grove, Palatine, Rolling Meadows, Streamwood, Villa Park, Warrenville, Wheaton, Winfield, York Center, Yorkfield, and many more West and Southwest Suburbs and central and southern parts of the City of Chicago.

Next installations will occur in northern Chicago, northern suburbs, and suburbs just east and northeast of Arlington Heights.

Arlington Heights Police Warn Of Attempted Diversionary Thefts Involving Snow Removal Scams On S Walnut Ave And On West Wing St

Arlington Heights police recently received suspected diversionary theft attempts involving snow removal scams in the 700 block of South Walnut Avenue and the 500 block of West Wing Street.

As a result of the recent heavy snows, the Arlington Heights Police Department has received two complaints from senior residents involving unsolicited offers by unknown subjects to shovel snow and salt private walkways.

In each reported incident, the victims reported male subjects knocked on their door and offered to either shovel snow or salt sidewalks and driveways for $500.00. In each incident and after snow removal services were first refused, the male subjects repeatedly attempted to re-negotiate a lesser cost for the snow removal service.

In one of the incidents, the unknown snow removal contractor entered the victim's home and directed the home owner to gather a "paper and pencil" to help calculate the costs of "salt bags". Based upon previous reports, techniques to distract a homeowner with unusual tasks are indicative of diversionary burglary. In past reports, the distraction allows a criminal accomplice to enter a victim's home and remove items without the victim's knowledge.

In each incident the subjects were described as male/white with an approximate age of 30 with either thin or heavy physical builds. Based upon their appearance and accents, each victim believed the offending subjects to be European decent.

In one incident the three male offenders fled the victim's home in a white colored 4-door vehicle.

The Arlington Heights Police Department recommends residents NEVER allow solicitors or contractors to enter their home without an appointment and refuse door-to-door sales.

Residents experiencing similar incidents should immediately call 911 for Police response.

Anyone having information about this or any other serious crime in Arlington Heights should submit an anonymous text tip by texting the keyword 847AHPD and your message to 847411(tip411) or call Arlington Heights Crime Stoppers at (847) 590-STOP. Callers are guaranteed anonymity and may qualify for a cash reward of up to $1,000.

Arlington Heights Releases "Impressive" Crime Statistics, But FBI Cautions Against Ranking

Arlington Heights has the fourth lowest crime rate of 437 cities in the United States with populations of 75,000 and over, based on the 2013 crime data available from the FBI, which is the most recent Uniform Crime Rate report available. Read below for information on crime ranking from the FBI, and for information on publicly-released information and crime report leads regarding the Village of Arlington Heights.

For 2014, the Village of Arlington Heights reports the crime rate is expected to look even better. The Police Department recently reported its 2014 crime rate numbers to the FBI, noting an 8 percent drop from 2013, resulting in a historically low crime rate for Arlington Heights. The 2014 FBI report on crime statistics will not be formally released until later this year. The Village reports that continued low crime rates for the Village means that over the past decade, crime rate in Arlington Heights has decreased by 50 percent.

The Village of Arlington Heights reports the impressive crime rates resulted in Arlington Heights recently being named in the top 100 Safest Cities list of more than 25,000, a report compiled by an online research firm, NeighborhoodScout. The list is based on the total number of property and violent crimes that occur on a yearly basis per 1,000 residents. This is the third consecutive year the Village has made the top 100 list.

Arlington Heights ranked 61st in the Neighborhood Scout list. Locally, Park Ridge ranked 97, Elmhurst ranked 93, Carol Stream ranked 83, Hoffman Estates ranked 76, Mount Prospect ranked 73, Highland Park ranked, 63, Palatine ranked 49, Wheaton ranked 32, Buffalo Grove ranked 22, and Lake in the Hills raned 3.

"The Safest Cities listing and our recent crime statistic reports to the FBI validates the professional police work we do in Arlington Heights, and the low crime rate is a positive attribute for Arlington Heights," said Police Chief Gerald Mourning. "Our crime rate numbers reflect positively on our strong community support from both residents and businesses. We believe in embracing our community as our partner in crime prevention," Chief Mourning said. The Police Department will further study the annual FBI Uniform Crime Rates to help pinpoint emerging crime trends that then become a focus for the Police Department in terms of educating the public, crime prevention and Police preparedness.

"This ranking confirms that Arlington Heights is a great place for families to live and businesses to thrive. Ensuring the health, safety, and welfare of all who live and work in our community is our highest priority," said Mayor Thomas Hayes. "The Police Department's impressive success in doing so would not be possible without the cooperation and involvement of all of our community partners including our residents and business community."

However, the FBI cautions against ranking because rankings lead to simplistic and/or incomplete analyses that often create misleading perceptions adversely affecting cities and counties, along with their residents.

The FBI reports, in order to assess criminality and law enforcement's response from jurisdiction to jurisdiction, one must consider many variables, some of which, while having significant impact on crime, are not readily measurable or applicable pervasively among all locales. Geographic and demographic factors specific to each jurisdiction must be considered and applied if one is going to make an accurate and complete assessment of crime in that jurisdiction. Several sources of information are available that may assist the responsible researcher in exploring the many variables that affect crime in a particular locale. The U.S. Census Bureau data, for example, can be used to better understand the makeup of a locale's population. The transience of the population, its racial and ethnic makeup, its composition by age and gender, educational levels, and prevalent family structures are all key factors in assessing and comprehending the crime issue.

The FBI advises that one city may report more crime than a comparable one, not because there is more crime, but rather because its law enforcement agency, through proactive efforts, identifies more offenses. Attitudes of the citizens toward crime and their crime reporting practices, especially concerning minor offenses, also have an impact on the volume of crimes known to police.

In Arlington Heights, many crime reports from Citizen Observer are omitted. The reports focus on vehicle burglaries, residential burglaries, and purse thefts. And the reports put an extra emphasis on victim responsibility when victims leave a car unlocked or leave a purse unattended. The Citizen Observer reporting does not report all crimes in Arlington Heights, which misrepresents the scope of crime issues in Arlington Heights. Since police switched on a security channel that prevents the news media from monitoring police communications and public safety dispatches, the Citizen Observer reports do not release as much information about retail thefts, or retail theft attempts, and DUI offenses. There's no way to verify that all burglaries are reported through Citizen Observer either.

The Arlington Heights Police Department uses military-grade encrypted police radios which prevent the media or neighborhood watch groups from listening and picking up possible leads on crimes that are occurring in the Village of Arlington Heights. Some of these crimes are never reported to the public. Some of these crimes, because of their severity, are reported via press releases. And some crimes or police activity events are made known from other departments. For example, a high school student, who allegedly set fire to his family's house on Stratford Road in Prospect Heights near Arlington Heights in November 2014, was captured in Arlington Heights, but that information was not released via Citizen Observer. There is no continuous stream of criminal information released from Citizen Observer, it's really just a selection of property crimes predominantly.

No information on drug arrests have been released in Arlington Heights for at least a year. Many incidents, such as batteries, disturbances, disorderly conduct cases, gun-related investigations, other crimes, and suspicious incidents -- especially along Algonquin Road in or near low rate hotels -- are not reported to the public.

There is really no way to verify that the Arlington Heights Police Department statistics are accurate or true. Since Arlington Heights police are reporting their own crime statistics, it's a little like a high school student grading their own homework. The student might be a genius, or maybe not.

The Citizen Observer reports have no connection with the crime statistics that are reported to the FBI.
