Cook County Sheriff: Undercover Operation Leads to Arrest for Promoting Prostitution in Schiller Park

A 27-year-old woman has been charged with promoting prostitution following an investigation by the Cook County Sheriff's Police Vice Unit, Sheriff Thomas J. Dart announced today.

On Aug. 25, a Sheriff's Police undercover officer responded to an advertisement in the dating section of Backpage.com that appeared to be advertising prostitution. A woman was taken into custody for prostitution.

During their investigation, Sheriff's Police Vice officers learned that Jessica Bealer had placed the ad on Backpage.com, rented the Schiller Park hotel room that was to be used for the prostitution, and that Bealer would profit from the other woman's prostitution.
Bealer, of the 4700 block of South Calumet Avenue in Chicago, was charged with one count of promoting prostitution, a class 4 felony. She is scheduled to appear for a bond hearing today at the Rolling Meadows Courthouse.

Since 2009, Sheriff's Police have made more than 800 arrests from Backpage.com including more than 50 arrests for human trafficking/involuntary servitude/promoting prostitution.

Sheriff Dart reminds the public that the defendant is presumed innocent until proven guilty by the government in a court of law.

Hazmat Incident Kills 2 People, Critically Injures Another, and Injures 4 Cook County Sheriff's Deputies on Harrison St, Unincorporated Des Plaines

Cook County Sheriff's police and North Maine Fire Protection District firefighter/paramedics responded about 3:06 PM Thursday to a report of three people not breathing at 3439 Harrison Street Des Plaines, IL. Police and firefighter/paramedics received a report that three people were discovered unresponsive and not breathing in a townhouse on Harrison Street west of Dee Road. The location is also just east of the Illinois State Police District Chicago offices.

Cook County Sheriff's deputies were first on the scene to check to see if the incident involved a crime scene and whether the scene was secure

Firefighter/paramedics were ordered to stage outside until sheriff's deputies secured the scene. Next, the deputies told paramedics to rush inside.

Glenview's Ambulance 7 crew transported one patient to Advocate Lutheran General Hospital, but the other reported victims were not transported. The person transported was later listed in critical condition.

Firefighter/paramedics that transported the victim were instructed to change their clothes and shower with soap and water as part of their decontamination protocol.

Four Cook County Sheriff's officers later complained of difficulty breathing. At about 3:34 p.m. North Main FPD's battalion chief then requested an EMS Box which brought extra ambulances from Rosemont, Mount Prospect, and Elk Grove Township. The Cook County Sheriff's Deputies were transported to area hospitals.

At least two hazmat teams rotated through the residence working on narrowing down classes of chemicals that could have caused injuries or illnesses inside. The first team was
decontaminated by 5:07 a.m., and the second team was rotated inside to continue the hazmat work.

As of 5:30 p.m. the hazardous material was not identified, while physicians at Glenbrook Hospital requested the identity of the material be transmitted to them as soon as possible so they more precisely treat their critically injured patient.

There was also concern about what procedures were required, if any, to decontaminate ambulances that transported patients. The information was not given over the air.

Winds were out of the east at about 6 MPH with an air temperature of 69°F at about 5:40 p.m. Most of the afternoon the winds were out fo the east -- ranging from 3 mph to 14 mph.

Masked Robber Was Armed with A BB Gun at Kwick Shop Convenience, Liquor Store, Wauconda

The armed and masked man that was shot and killed Sunday night about 9:00 p.m. during an attempted robbery at the Kwick Shop convenience and liquor store in Wauconda was armed with a BB gun.

He was shot four times -- once in the upper chest, once in each hip and once in his left thigh, according to Lake County Coroner Thomas Rudd.

The identity of the dead suspect is Justin Greenenwald, 30, of Ingleside.

A preliminary toxicology screening was positive, but ongoing lab work is necessary to determine what substance or substances were in Greenenwald's system.

Greenenwald was wearing a mask, and was not carrying any identification when he pointed a gun at a customer and a store clerk and entered the Kwick Shop convenience/liquor store on Liberty Street near Route 176.

The clerk is reported to have retrieved a gun in self-defense and shot the suspect. The gun was in a hidden space under the store counter. Early in the investigation, police have said that the shooting appears to be justified self-defense.

Commercial Building Fire on , Elk Grove Village

Elk Grove Village police and firefighter/paramedics responded about 9:15 AM Tuesday to a report of a building on fire just south of the Korner House at Elmhurst Road and Old Higgins Road Elk Grove Village, IL. Police and firefighter/paramedics arrived to find a commercial building full-involved with fire at the southeast corner of Elmhurst Road and Old Higgins Road.

The building was believed to be vacant, but occupied buildings just to the south were at risk from exposure to the fire.

A MABAS Box Alarm was requested by Elk Grove Township's Battalion Chief. The fire jurisdiction was believed to be covered by Elk Grove Township.

On the north side of the building, Elk Grove Village firefighters immediately went to work with a deck gun from Engine 9, while Elk Grove Township firefighters worked a heavy water stream from a multi-versal on the ground in front of the building.

The crew from Elk Grove Village Tower 7 setup their Tower Ladder with an elevated stream dousing the fire into the collapsed roof from the north side of the building.

The crew from Des Plaines Tower 63 did the same from the east side of the building.

Firefighters also directed a master stream from the ground on the west side of the building.

The aggressive use of multiple water streams kept the fire from spreading to structures to the south of the fire. Winds at the time of the fire were from the northwest about 15-16 MPH and gusting up to 26 MPH.

No injuries were reported.

Elmhurst Road was closed in both directions just south of Higgins Road.

Firefighters from Arlington Heights, Buffalo Grove, Hoffman Estates, Itasca, Mount Prospect, Prospect Heights, Rolling Meadows, Rosemont, and Wood Dale worked at the scene of the fire

Firefighters from Long Grove and Roselle provided standby coverage in area fire stations.

The building appeared to be a 2-unit building with the fire possibly starting in the east unit.

Construction Prep Evident at Olive-Mary Stitt School at Olive St and Belmont Ave, Arlington Heights

Construction fences have been placed around a large area of Olive-Mary Stitt Elementary School just weeks before school is about to start this Fall.

What appears to be a temporary construction entrance driveway runs along the south border of Greens Park, which is District 25 property, from Douglas Ave to the area of the school building.

In June, officials at Arlington Heights School District 25 approved borrowing $9.9 million to fund building expansion projects needed for a sharp increase in enrollment at Olive-Mary Stitt Elementary School and Ivy Hill Elementary School.

An estimated $18 million construction plan funded by bonds issued will provide five new classrooms and a new gymnasium at Olive-Mary Stitt Elementary School, and 10 new classrooms at Ivy Hill Elementary School.

Ivy Hill Elementary School has temporary classrooms installed in mobile home-like structures on the west end of the property.

The total of $18 million bond issues translates to about $135 per year in property taxes for a $300,000 home.

Due to the size and layout of the Olive school grounds, there will be two construction zones -- one on the southwest side of the building and one on the southeast and east side of the building. The temporary construction fencing will prevent all access to the south side of the building and property. Temporary construction fencing will also block the entrances to the school off of the North Pine Avenue and North Belmont Avenue cul-de-sacs; therefore, students may not be dropped off or picked up
at these locations.

Belmont Avenue is closed to all pedestrian traffic and bicycle traffic because of the temporary construction fencing. No signs on either side of the school property indicate that the Belmont Avenue Cul de Sac is closed to pedestrian and bike traffic.

Construction activity will also eventually block the west sidewalk at Douglas Avenue near Clarendon Avenue.

The school's regular playground -- blacktop and field areas -- will be closed during construction. The parking lot will be closed for parking during the school day and used for play space. Vehicles will only be allowed in the parking lot during arrival and dismissal times. The Orchard Evangelical Free Church parking will be available for parking during the day.

Extra drop-off and pickup instructions are available on the school's blog ...

Wauconda Police Investigating Shooting Death of Armed Masked Man Who Clerk Says Attempted to Rob Convenience Store at Liberty St and Route 176

Wauconda police are investigating a report that a masked man attempting to rob the Kwick Shop convenience and liquor store, 112 East Liberty Street, was shot and killed by a store clerk.

Wauconda police responded just after 9:00 p.m. Sunday to a call of a robbery in progress.

Upon arrival, police learned that a Wauconda convenience store clerk shot and killed a masked man Sunday night, who the 24-year-old store clerk said was attempting to rob the store.

Upon initial investigation, police were told that the masked man entered the store, pointed a weapon at a customer and the 24-year-old clerk, and then demanded money.

The clerk then apparently retrieved a gun in self-defense from a hidden location and fired at the masked man. The customer ran from the scene and the masked robber "fell to the ground," according to police.

At the time of the initial release by police, no information was available about the type of weapon the suspect displayed, or the type of weapon the clerk used, or the number of shot(s) that were fired by the store clerk.

Wauconda Fire District firefighter/paramedics also responded to the scene and transported the man shot to Good Shepherd Hospital in Barrington, where he was pronounced dead at 9:42 p.m.

There were no reports of other injuries.

Lake County State's Attorney Michael Nerheim has been notified and Wauconda police are investigating the shooting.

Police were not initially able to confirm the identity of the suspect, except that he was a white male about 6 feet tall -- possibly in his 20s or 30s. Police are checking for a fingerprint match, and may proceed with a DNA analysis to determine the suspect's identity. An autopsy is scheduled for Monday afternoon.

Solicitor Admits to Lying About Being Student at Hersey High School; Soliciting Crew Implies Arlington Heights Solicitor Ordinance and License Has No Authority

Arlington Heights police responded about 5:22 PM Friday to a report of misleading businesses practices by solicitors and failure to comply with the requirement fo provide a solicitor's permit ID in the area of Euclid and Arlington Heights Road, Arlington Heights. Arlington Heights police received a report that solicitors claimed they were students at Hersey High School that were offering subscriptions to the Chicago Tribune, which in turn involved a donation to Lamb's Farm -- a non-profit organization in Libertyville, Illinois, that provides vocational and residential services for over 250 adults with developmental disabilities.

One student later admitted to police that he lied, and that he and the other student were in fact students at Hoffman Estates High School. They also replied that it is not illegal to lie.

The solicitor's crew leader was requested to come to the scene. The adult male crew leader reported that he was working for Preferred Vendors Inc. working on behalf of the Chicago Tribune to sell subscriptions/donations. The crew leader said that the students shouldn't have done that, but stated that it doesn't matter "it's (Hoffman Estates) what a town over?"

The resident that complained about the solicitors decided against having the police issue a citation. Police warned the solicitors not to lie about their circumstances.

The crew leader also implied that local ordinances regarding soliciting have no authority, and the crew leader presented the following text on the back of his badge:

"Selling newspapers is part of Freedom of Press. As this court record indicates:

On Osborn vs. Village of River Forest, 21 III (2nd 246) the court held that "the Village was without authority to enact its ordinance (regulating Pedders [sic] and Solicitors) insofar as it applies ... to solicitors for newspaper subscriptions."

Preferred Vendors Inc.

Representing the Chicago Tribune.

The front of the badge displayed the Chicago Tribune logo.

The crew leader reported that he checked in with the Village of Arlington Heights, but was told to return another day.

In Arlington Heights, solicitors going door-to-door are required to complete a Solicitor & Peddler License, which the crew leader implied had no authority, because of athe previous court ruling.

The Village of Arlington Heights license application includes the following instructions to solicitors:

Using the attached sheet, provide the dates and geographic areas for your activities.
Pursuant to Chapter 12, Article X of the Village of Arlington Heights Municipal Code, no door-to-door soliciting or peddling is permitted before the hour of 9:00 a.m. or after the hour of 9:00 p.m. and no soliciting or peddling shall occur on Sundays. Additionally, all peddlers and solicitors will comply with any notices containing such words as "NO
SOLICITORS AND NO PEDDLERS". All such notices are to be obeyed by all solicitors
and peddlers. Failure to abide by the hours or failure to abide by the notices may be
cause for revocation of the permit to solicit or peddle in the Village.

Solicitors are also required to describe the merchandise or services offered and list the name, address and driver's license of each canvasser and supervisor.

By displaying the badge text that Preferred Vendor Inc. provided, the crew leader implied that the Village of Arlington Heights has no authority to require the license application because of the previous court ruling involving the Village of River Forest.

A Lamb's Farm representative in a telephone interview Monday confirmed that the Chicago Tribune was working with an unknown agency to obtain subscriptions for the Chicago Tribune and donations for Lamb's Farm. Lamb's Farm has no information on their website to verify the relationship with the Chicago Tribune or the third party.

Previous scams as far back as 2009 have been reported in the Edgeville Buzz -- a neighborhood blog for the Edgewater/Andersonville neighborhoods. The article claims scammers went door-to-door in a scheme that involved selling a "college scholarship fund" and that Lambs Farm was contacted and denied any knowledge of the scholarship fund.

There is no evidence that Preferred Vendors Inc. is involved in a scam, except for the misrepresentation of a solicitor as a Hersey High School student. However, the opportunity exists for other individuals or criminal crews to mimic Preferred Vendors Inc. activities and commit crimes such as ruse burglaries, simple fraudulent receipt of funds without delivery of merchandise or services, and identity theft.
