Wheeling Police Release Information About Arrest When Brother and Sister Resisted Police on Wolf Rd Near Dundee Rd

Wheeling police Friday released an original recent arrest report for two siblings after an internal investigation was initiated following their mother claimed in a Telemundo TV interview that an amateur video showed her daughter being treated roughly by officers. The daughter was restrained and taken into custody after she refused to back off when order by police who were questioning .

Wheeling Deputy Police Chief Todd Wolff said the internal investigation and review of the June 6, 2015 arrests of the mother's son Christian Ruiz, age 19, of Wheeling and his sister Ashley Rodriguez, age 21, of Chicago. will likely take another week.

According to the report, two Wheeling police officers and a supervisor responded to a call of a group of people fighting in front of the apartment building at 87 North Wolf Road at 7:42 p.m.

Upon arrival, the supervisor reported seeing known gang members, Ruiz and a juvenile walking away from the area at a fast pace.

Police reported the juvenile was argumentative as he was taken into custody. Officers reported they were questioning Ruiz when Ashley Rodriguez approached. She was told to back away, and police officers reported that she refused to back off further than 10 to 12 feet from the working police.

Police reported Ashley Rodriguez was carrying a large handbag. Police say that gang members frequently use female associates to hold weapons for them and for distraction purposes during confrontations with police. She became irate and resisted when police began to arrest her.

Ruiz began trying to intervene in Rodriguez's arrest, at which point officers pushed him up against a wall and took him to the ground. He was then handcuffed as he continued to resist, according to the police report.

Ashley Rodriguez was also handcuffed and transferred to the rear of a squad car. Both siblings were searched and no weapons or contraband were found.

Christian Ruiz was charged with aggravated assault to a peace officer and resisting. Ashley Rodriguez was charged with obstructing a peace officer and resisting.

Both were issued a court date of July 1, 2015.

Village of Arlington Heights: "Keep Fourth of July Parade Parkways Clear"

Fourth of July parade-goers are requested to refrain from "reserving" space along the parkways aligning the Fourth of July parade route until 7 p.m., July 3, the night before the parade.

Past practices of reserving a space with blankets, tarps, chairs, etc. to ensure a good viewing spot can cause damage to grass, impede pedestrians, and are problematic for homeowners along the route who may need to water their parkways, mow their lawns, or place their refuse and recycling at the curb for pick-up.

The Parade starts at 10 a.m., Saturday, July 4 from Oakton Street and Dunton Avenue, travels south on Dunton Avenue to Miner Street and then east on Miner Street to Recreation Park, 500 E. Miner Street. The Parade and annual Frontier Days Festival is planned by a volunteer group of over 500 citizens.

The Village asks everyone to be "a good neighbor" by refraining from reserving a space on the parkways until 7 p.m., Friday, July 3. Come out the morning of the Parade to enjoy one of the largest and best parades in the Northwest suburbs. This year marks the 40th anniversary of the Frontier Days Festival!

Arlington Heights Roadway Asphalt Edge Grinding Program Starts June 8th

Starting on Monday, June 8, the Public Works Department will start the first of three phases of roadway asphalt edge grinding operations. Weather permitting, phase 1 of this operation will last approximately three weeks.

Driveways will mostly be accessible throughout this operation; however, drivers will need to exercise caution when entering and leaving driveways. We request drivers traverse patched areas and driveway approaches slowly. If you feel that you would rather park on the street, you may do so. The Police Department will not issue tickets in areas affected by roadway work while construction is in progress.

Roadway asphalt edge grinding and resurfacing is a program developed by the Public Works Department as an intermediate maintenance step to help prolong the life of streets that were not scheduled for reconstruction. For streets to qualify for this program, they must be in generally good condition throughout the center lane, but failing and breaking up near the curb and gutter line. Those failing portions of the street are then milled and resurfaced with hot mix asphalt (HMA). In 2014, Public Works crews used 6,498 tons of HMA to repair 35,098 square yards of asphalt pavement.

For phase 1, the following locations have been identified in need of repair:
Drury (Jane to Lillian) one side only this phase.
Carlyle Pl. (Palatine frontage to Windsor).
Phelps (Suffield to Canterbury).
Kennicott (Shenandoah to Alleghany) East side only this phase and 2" grind.
Ladd (Ridge to Gettysburg) north side only.
Verde (Alleghany to Champlain) East side only.
Waverly Ct. (Chestnut to cul-de-sac.
Kingsbury (Ridge to cul-de-sac) north side only
Highland (Henry to Burr Oak) east side only.
Burr Oak ( Dunton to Aarlington Heights Rd.) south side only.
Dunton ( Burr Oak to unimproved part of street).
Kennicott (north of Lake Terramere to cul-de-sac).
Weston (Kingsley to Schaefer).
Kingsley(Schaefer to Harvard).

As scheduling and weather allows, more locations may be added to phase 1. If you have any questions or desire additional information, please contact Scott Rowader, Public Works Street Unit Foreman at 847-368-5837 or srowader@vah.com.

A Big Debt of Thanks in Paying Respects for Stanley M. Zydlo, MD -- December 15, 1933 - June 3, 2015

Dr. Stanley M. Zydlo's funeral was held today at 10:00 a.m. at St. Theresa Catholic Church.

Rev. Brian Simpson called him a saint during his eulogy while firefighters called him one of their own and honored him with a "Last Alarm" Bell Service following the chapel service at St. Michael Cemetery in Palatine.

A Major in the USAF, Strategic Air Command and former chief of emergency medical services at Northwest Community Hospital in Arlington Heights, Stanley Mathew Zydlo, M.D. founded the first multi-community EMS system and became Project Medical Director and "Father of Paramedics" in Illinois during his vibrant career.

"Saints are not those who do it for the glory, but those who do what needs to be done. So I think we can call Stan a saint."

-- Rev. Brian Simpson

He is famous for effectively getting things done, fighting red tape, training thousands of paramedics, rolling up his sleeves and working alongside those paramedics -- all with a down-to-earth sense of humor.

Dr. Zydlo moved to Chicago from Indiana in 1969 and joined the emergency room staff at Northwest Community Hospital in Arlington Heights. Inverness resident Jan Scwettman urged him to begin a program that would become the paramedic program we know today. in 1972 he organized a meeting of Northwest suburban fire officials and proposed the idea of training and certifying firefighters in emergency medicine.

Also in 1972 the Emergency Medical Service (EMS) Special Projects Office established in the U.S. Department of Health Education and Welfare (DHEW) created five demonstration projects nationwide that were funded by DHEW with $7.9 million. Illinois was among those projects and a paramedic program was inaugurated in Arlington Heights and other northwest suburbs.

During the summer of 1972 Dr. Zydlo led the innovative hard work work to overcome logistic hurdles and liability hurdles and make legislative changes to legalize a new professional "the paramedic" that would work side-by-side with doctors and nurses. Not all doctors and nurses -- and lawyers -- were initially responsive to the idea. Because the Northwest Community "mobile intensive care program" was established before it could be mandated by political or government officials, it evolved as a medical program. By using the employees of fire departments and private ambulance companies as paramedics, the project revived a modern version of the ancient legal concept of the "borrowed servant. The EMS program would become the highly respected Northwest Community Emergency Medical Service System after the passage of Senate Bill 1571 on June 28 1972. The bill was signed in Rolling Meadows on August 13, 1972.

On December 1, 1972, the paramedics system based out of Northwest Community Hospital was activated. At 8:00 a.m., the switch was thrown on the radio-receiving module at Northwest Community Hospital. Paramedics could now talk to emergency room physicians from their telemetry radios and send EKGs over the radio to the Emergency Room physician.

At 8:13 a.m. December 1, 1972, Northwest Community Hospital received its first contact from a Buffalo Grove Fire Department MICU or Mobile Intensive Care Unit. The crew on the Buffalo Grove Fire Department ambulance had responded to the aid of the wife of a volunteer fireman. She had suffered an accidental overdose. Icy roads made the transport to the hospital exceptionally slow. Without the Advanced Life Support services of the new firefighter/paramedics, the patient would probably have died. The Daily Herald documented the call with an in-depth article.

Stanley M. Zydlo, MD was personally involved in training paramedics and was dedicated to the Socratic method of instruction — leading trainees with inquiry and discussion as training scenarios unfolded. His method was deliberately intended to teach paramedics to think and react independently to emergency situations they might face in the field. His methods are the reason the EMS system in Illinois is one of the best types of professional service of any category in the world.

Retired firefighters, retired fire chiefs, and retired nurses -- some from across the United States -- joined local fire officials and physicians in paying their respects to Stanley M. Zydlo, M.D.

Condo Fire with Rescues, 1 Burn Victim at San Tropai Condo Building on East Baldwin Ln, Palatine

Palatine police and firefighter/paramedics responded about 9:07 AM Wednesday to an activated fire alarm 1275 East Baldwin Road Palatine, IL. While responding, police and firefighter/paramedics received a report that smoke was showing on the sixth floor.

First crews on the scene reported it appeared that some smoke was coming from the roof near an air conditioning unit.

Quint 83's crew reported seeing a header from Dundee Road and Route 53 at about 4:50 a.m.

The fire was upgraded to a working fire response at about 4:50 a.m.

Firefighters received a report from residents that there was a fire in Unit 609.

Fire command requested one additional Tower Ladder to the working fire response at 4:52 a.m. Arlington Heights Tower Ladder 1 was assigned as the second tower ladder truck.

Quint 83's crew was assigned to the rear of the building on the south side, and an unmanned aerial device on the quint was used to direct a stream of water directly on the fire that was showing on the sixth floor.

The fire limited to the unit and was not in the hallway at 4:55 a.m. A crew requested a hotel pack to the east stairwell. Squad 85's crew was assigned to bring up the hotel packs.

Ambulance 83's crew reported they had one burn victim with oxygen being administered in the ambulance at the rear of the building by about 4:55 a.m.

Arlington Heights Engine 4's crew was assigned to bring in a second line with hotel packs at about 4:58 a.m.

An additional ambulance was requested, since one ambulance crew was treating a patient. Lake Zurich's ambulance was moved up to the scene after standing by in a Palatine fire station.

Simultaneously firefighting crews worked to evacuated residents. A woman and a man escaped to her balcony on the north side of the building, but they were not immediately threatened by smoke or fire.

Then central stairwell was used for evacuation while the stairwell on the north (east) side of the building was used for fire attack.

Quint 83 reported a good knock on the fire by about 5:07 a.m.

A MABAS Box Alarm was requested at about 5:08 a.m. which brought additional firefighting crews from Buffalo Grove, Des Plaines, Lake Zurich, Mount Prospect, Rolling Meadows, Schaumburg and other communities.

A man and a woman were evacuated from the northeast front-side of the building in Arlington Heights Tower Ladder 1's platform. Three family members also were stranded on a balcony northwest of the fire. The family also retreated to the balcony for fresh air as their condo unit filled with a haze that made it difficult to breath. When the front door of the unit was opened, the unit quickly filled with heavy smoke. When the door was closed, the smoke was held back, but the residents still found it better to get on the balcony.

Firefighters in Palatine Tower Ladder 85 brought the platform to their balcony, but decided to wait and evacuate the residents when the air was safe in the hallway.

One firefighter received a minor injury.

Additional videos later this morning.

O'Hare Noise Public Meetings Planned this Summer As 2 Bills Proposed to Keep Diagonal Runways Open to Alleviate Noise East and West

With heavy and high volume air traffic arriving and departing on new and existing multiple parallel east/west runways, a large number of residents are feeling the stress of new flight patterns.

State Sen. John Mulroe, Senate sponsor of two bills that would preserve the diagonal runways 14L/32R and 14R/32L and State Sen. John Mulroe and Jac Charlier of the Fair Allocation in Runways Coalition propose that the diagonal runways should be used to spread out O'Hare air traffic more evenly. Keeping the extra diagonal runways -- originally planned for elimination in the initial airport expansion project -- could offer relief to citizens directly east and west of O'Hare. Those citizens are under the stress of new jet noise that started in 2013 with O'Hare's switch to the use of mostly parallel east-west runways. Existing state law limits O'Hare to eight runways. Keeping the diagonal runways would mean nine runways would exist at the airport.

The diagonal runways 14L/32R and 14R/32L are in line with several blocks of commercial property -- already used to daily air traffic -- and vacant land just east of a trailer park.

However, officials have begun dismantling electronic equipment on diagonal runway 14L/32R at O'Hare International Airport, even though two pending Illinois bills seeking to spare it from demolition. Runway 14:/32R is scheduled to be decommissioned on August 20, 2015 and to be demolished Spring 2016.

The dismantling of equipment came two days after State Rep. Barbara Flynn Currie (D-Chicago) refused to call the runway bills for a vote in the House Transportation Committee.

Dan Carrico, president of the O'Hare tower unit of the National Air Traffic Controllers Association, confirmed in May 2015 that instrument landing system equipment was removed already being removed from diagonal runway 14L/32R, rendering it largely unusable for arrivals. Departures would still be possible on 14L/32R.

The instrument landing system equipment was transferred to a new runway scheduled to open in October 2015 -- Runway 10C/28C, which is in line with several homes northeast of Route 83 and Irving Park Road and northwest of of Route 83 and Irving Park Road. Runway 10C/28C flights will also affect homes and apartments just north of Lawrence Avenue and west of River Road.

Runway 10C/28C runs parallel and very close to Runway 10L/28R, which is already open, and already stressing citizens north of Lawrence Avenue to the east of the airport and near Route 83 and Elmhurst Street to the west of the airport.

State Sen. John Mulroe hoped to get Illinois Attorney General Lisa Madigan to intervene.

By June 1, 2015 the City of Chicago asked the Federal Aviation Administration (FAA) to delay action that would cause "irreparable damage" to diagonal runways slated for the diagonal runways. The postponement will be in effect at least until the FAA conducts public meetings this summer about noise associated with O'Hare's ongoing airfield expansion project and after city officials meet with an anti-noise group.

The FAA has agreed to hold four workshop-style public meetings to receive feedback on its draft environmental impact study regarding a new east-west runway (10C/28C ), scheduled to open Oct. 15 on O'Hare's south airfield. The draft study has not yet been released, and no have dates and locations been set for the upcoming public meetings.

In addition, another parallel runway in the south airfield is planned to open in the final phase of the O'Hare expansion. Runway 10R/28L will be the closest to Irving Park Road (Route 19) and will be aligned to the west with homes near Grove Avenue in Bensenville and Fenton High School near Grove Avenue and Route 83.

Many of the aircraft landing on the south airfield are large cargo aircraft, including Boeing 747 freighters because the cargo facilities are located in the south airfield.

The diagonal runways could be especially useful at night when there is not as much volume of air traffic. Runway 14R/32L reaches very close to the cargo facilities, and many of the overnight flights at 2AM, 3AM and 4AM are cargo flights.
