Arlington Heights Memorial Library to Start Extended Hours on Saturdays and Sundays; Pilot Program from March to December 2016

The Arlington Heights Memorial Library -- beginning in March 2016 -- will be open until 8 p.m. on Saturdays and Sundays, and will open an hour earlier (11 a.m.) on Sundays.

The expanded hours is a $125,000 pilot program that involves a budgeting adjustment that will not increase taxes.

Currently, the Arlington Heights Memorial Library closes at 5:30 p.m. on Saturdays and Sundays, and opens at noon on Sunday.

"These expanded hours stem from the fact that people's lives are busier than ever, and we want to make it as convenient as possible for them to visit the library."

-- Jason Kuhl

The $125,000 predominantly will provide extra funding to staff the library building, which will incur only minimal costs to keep open longer.

The library is responding to a recent general survey of library patrons that indicated that many residents wished the library offered more hours in which to visit on the weekends.

Library officials launched a second survey, asking patrons what specific weekend days and times they would prefer to use the library.

The pilot program of extended hours will run until the end of 2016.

The Arlington Heights Memorial Library was recently recognized with the highest rating in a national ranking called "America's Star Libraries," which is released annually by the Library Journal Index of Public Library Service.

The high rating, which was a 5-star rating, was awarded to only 1.1 percent of public libraries across the United States.

Firefighters Quickly Extinguish Roof Fire at Fortune Kookie Restaurant on Smith St, Palatine

The first fire companies pulled a hose line and aggressively attacked the fire from the exterior, while other firefighters stretched a supply line to a fire hydrant and pulled two hose lines into the building for interior attack of the fire in the front lobby and bar area. Upcoming Changes to Single-family Refuse Collection Program for Arlington Heights in April, 2016

Residents of single-family homes will have a choice to change to once-a-week refuse, recycling and landscape waste collection starting April 1, 2016, or to subscribe to twice-a-week collection services. Within the next several months, residents will be provided information from Groot Industries and also on this website as to how and when to select their service level, and more.

A cost savings for most residents will be realized no matter which service level option is chosen. Another advantage with the upcoming changes is that refuse carts (there is a choice of 35, 65 or 95 gallon) will be provided to residents at no additional cost as part of the Village's new contract with Groot.

Also, once a refuse collection option is chosen, residents will have the opportunity to change the option if they wish once a year free of charge.

Potential Savings for Residents with Standard Curbside Collection:

• Current price: $25.21
• New once-a-week collection price: $17.50
• Annual resident savings: $92.52 (31%)
• New twice-a-week collection price: $24.50
• Annual resident savings: $8.52 (3%)

In summary, advantages of the changes include: cost savings for most residents, residents get the level of service they want, refuse carts are provided to every household at no charge, residents have the opportunity to change their selected level of service, and if choosing once-a-week collection, all materials will be collected on the same day.

What's New with Landscape Waste, Option to Dispose of Food Waste

Landscape waste stickers will continue to be required on all landscape waste bags and bundles of branches at a price of $2.60 starting April 1, 2016. New with the use of landscape waste stickers next year is that from November 1 until December 15, one sticker can be used for every two bags of leaves. The two-for-one sticker option applies to leaves only.

Residents will also still have the option to subscribe to the Landscape Waste Subscription Program for $135 for the collection season.

Starting with the new Groot contract in April, food scraps can be collected with landscape waste if residents choose to subscribe to the landscape waste collection program and use either a 65-gallon or 95-gallon cart. Costs would be $150 for the program using a 65-gallon cart and $165 if using a 95-gallon cart.

Any extra landscape waste would need to be placed next to the cart in bags/bundles with stickers. The collection season for all landscape waste will be extended until the second week of December.

New Billing Procedures

Groot will begin billing residents on a quarterly basis after January, 2016. The first billing will be under the current rate schedule, subsequent billings will be at the new rates.

Sign-up for Refuse Collection Alternative, Refuse Cart Options

Residents choosing the once-a-week collection will not need to contact Groot. Those who wish to subscribe to twice-a-week refuse collection will need to call Groot during a specific timeframe to be determined.

Residents who would like to use a 95-gallon refuse cart will not need to contact Groot. Those who want the option of a 35-gallon or 65-gallon refuse cart will need to contact Groot during a specific timeframe to be determined. If a resident chooses to change the size of their cart, they can do so once a year at no charge. If a resident elects to exchange carts a second time in a year, Groot will charge $25 for the service.

Remember that only refuse and recycling carts provided by Groot are allowed at the curb.

Please take time to familiarize yourself with the size of each cart to help you form an opinion on which cart you prefer for your home. Residents will be informed as to when the different sizes of carts will be on display at Village Hall and elsewhere in the Village. Viewing the carts will help residents decide what will accommodate their needs the best.

Cart Dimensions
35 Gallon= 21 inches wide x 24 inches deep x 40 inches high
65 Gallon= 27 inches wide x 29 inches deep x 41 inches high
95 Gallon= 29 inches wide x 34 inches deep x 46 inches high

(Carts for different uses will include different color schemes)

For further information, please contact Groot at 800-244-1977 or the Health Services Department at 847-368-5760.

Village Sells Bonds at 2.93 Percent for Construction of New Police Station

The Village Board approved an ordinance for the issue of $32.9 million in bonds for a new Arlington Heights Police Station which is anticipated to be built sometime in 2017.

Financial advisers recommended moving on the bond sale early this year since the state is considering a 2-year property tax freeze.

29 bids were submitted for the bond sale which started at 3 percent and dropped to 2.93 percent by KeyBanc, which will be paid over the 20-year life of the bonds. The Village's bond rating of Aa1 by Moody's Investors Service results from the Village's strong credit strengths as including a large tax base, ample reserves, and financial flexibility through home rule and a low debt burden.

The new station is planned as a two-story, 70,500-square-foot building that will additionally include a 10,000-square-foot indoor garage for police vehicles. Choosing an architect for the project and construction manager are the next steps in planning for a new facility.

News Helicopters Over Mount Prospect and Prospect Area -- Just North of Rand Rd and Kensington Rd

Several requests about the reason for news helicopters over the Mount Prospect and Prospect Heights area near Randhurst Village and Rand Road and Kensington Road were not confirmed Friday afternoon.

However, it is possible that the news helicopters were holding position to get a long range camera shot of an aircraft that was stuck in corner of Runway 9L/27R and a taxiway early this afternoon on the northeast corner of the airfield.

The news helicopters might not have had permission to get closer to the airspace at O'Hare International Airport.

Runway 9L/27R is the northernmost runway that runs east-west at the airport, just south of Touhy Avenue (Route 72).

No passengers or crew members were injured when the nose gear got stuck in the snowy grass after landing on Runway 9L, and after an approach from the west side of the airport.

Passengers deplaned on portable stairs at the incident site and were transferred by bus to the terminal.

Two aerial shots were provided by news agencies that appeared to be shot from long range north of the airport. The intersection of Rand Road and Kensington Road is about 5 miles from the point where the aircraft was stuck in the grass.

Another United Airlines passenger jet slid off the end of the runway on December 30, 2015. That aircraft slid into the overrun area of the runway at the other end of the runway -- on the west side of the airport.

Arlington Heights Police Provide Traffic and Student Drop Off Recommendations After Observing School Traffic Patterns

The Arlington Heights police observed traffic patterns at several schools in the past couple of months and reported that they observed traffic safety issues, which prompted the police department to release the following recommendations.

1. Vehicles should be pulled forward as far as possible when dropping off students to allow room for cars behind the leading motorists to also use the drop off space.

2. Motorists should refrain from double-parking to drop off children, and make sure students exits the car on the curbside.

3. Motorists should refrain from parking and leaving vehicles unattended in the drop off area. If you're a motorist getting out of your car and walking with your students, please don't park and leave your car in the drop off area.

4. Students walking to school, should cross the street in the crosswalk, and when that isn't
possible they should be crossing at an intersection.

5. Obey all traffic signs on and around school property.

The Arlington Heights police report that inclement weather is always a challenge when it comes to traffic safety.

Traffic Complaints to the Police
Department and the schools multiply in times of rain, snow, or cold temperatures.

Patience is required during cold, snowy or rainy days, as the times for drop off and pick up can increase.

The police remind parents to allow extra time to get to work or your next destination safely.

The police recommend that motorists make an attempt to get students
to school early as this will decrease traffic around the building at the last minute.

Arlington Heights police also reminded motorists that a driver's vision can be decreased due to a number of factors, such as icy windshields and defective wiper blades.

Slippery roadways can also add to traffic risks
and driver anxiety.

No Arrests In Rash of Burglaries in South Arlington Heights that Targeted Personal Identification

The Arlington Heights Police Department is investigating six vehicle burglaries that occurred between Friday, December 4 and Wednesday, December 9. The vehicle burglaries occurred at the following child daycare and fitness center facilities:

Kindercare 110 W. Boeger Dr. between 7:40 AM – 8:05 AM and

XSport Fitness 320 E. Golf Rd. between 5:30 PM – 7:38 PM.

In all six reported incidents, the unknown offender(s) shattered the passenger side windows of the vehicles and removed either a personal storage bag or a woman's purse.

The focus of each burglary is personal identification including, but not limited to Illinois Driver's Licenses, Social Security Cards and other personal identification or credit cards.

Nearby suburbs including Buffalo Grove, Hoffman Estates, Mt. Prospect, Northbrook, Palatine and Wheeling have experienced vehicle burglaries at similar business locations. In each burglary, the offending vehicles appear to be newer models and are almost always reported as having dark tinted windows and no front license plate. Given the type of burglary and locations of offense, the offender(s) are believed to watch fitness center and daycare parking lots and the the behavior of customer traffic. Victims observed to leave their parked vehicles without carrying or securing handbags are then targeted.
